RECOMMENDATIONS:
It is recommended that the Board of Supervisors acting on behalf of County Service Area 15 - Toro Park and Serra Village:
 
a. Receive and accept a report on the financial condition of County Service Area 15 - Toro Park and Serra Village; and
 
b. Authorize the Auditor-Controller to amend the budget for County Service Area 15 - Toro Park and Serra Village, Fund 056, Appropriation Unit RMA052, Account 6835, for FY 2012-13 by increasing appropriations by $10,000 (4/5th vote required).
 
SUMMARY/DISCUSSION:
The proposed recommendation will increase appropriations for FY 2012-13 by $10,000.  County Service Area 15 - Toro Park and Serra Village (CSA 15) was first established to provide the following services:  Lighting, Storm Drain and Surface Water Disposal, and Open Space Maintenance.
 
In June 2012, the Board of Supervisors approved the Budget for the County of Monterey which included the 2012-13 Budget for CSA 15.  The budget included total appropriations of $137,720. There is a need to increase the appropriations in this fiscal year (FY 2012-13) by $10,000 to provide for sufficient contingencies that are not currently budgeted.  Previously budgeted contingencies have been exhausted by recent Open Space Maintenance projects that resolved hazards and liabilities for the County of Monterey.  The projects included three tree removal projects, one sidewalk reconstruction project, as well as the investigation and short-term mitigation of an obstructed storm drain pipe that is planned for rehabilitation in FY 2013-14.  The projects were reviewed and deemed appropriate by the CSA 15 Advisory Committee.  Through the current fiscal year in particular, staff has worked with the Advisory Committee and representatives of the homeowners' associations to minimize expenses.  It is anticipated that some last minute expenses will exceed current appropriations.
 
OTHER AGENCY INVOLVEMENT:
The Resource Management Agency - Public Works (RMA-PW) meets with the CSA 15 Advisory Committee on a quarterly basis to review the budget for the area and maintenance concerns.  RMA-PW and the Advisory Committee have mapped out a plan to review their current revenue and expenses with the community with the intent to modify their annual assessments.  This plan will solicit community input during the summer of 2013 with the intent to conduct a successful Proposition 218 process during the fall/winter.  This item will be presented to the Budget Committee on June 12, 2013.
 
FINANCING:
There is no impact to the General Fund.  Currently, there is $73,529 in the Unappropriated Fund Balance of CSA 15.  The proposed Board action would reduce that amount to $63,529.  This is sufficient to meet reserve needs for the next fiscal year.
