Upon motion of Supervisor, Armenta seconded by Supervisor, Potter and carried by those

members present, effective, January 11, 2011 the Board hereby;

Approved the recommendation of the Overall Economic Development Commission

OEDC) to fund the Fall FY 2010-11 Development Set-Aside regranting proposal

submitted by the Arts Council for Monterey County ACMC) in the amount of $131,000.

SUBJECT: Approve the recommendation of the Overall Economic Development Commission

OEDC) to fund the Fall FY 2010-11 Development Set-Aside regranting proposal

submitted by the Arts Council for Monterey County ACMC) in the amount of

$131,000.

DEPARTMENT: County Administrative Office  Intergovernmental & Legislative Affairs

RECOMMENDATION:

It is recommended that the Board of Supervisors approve the recommendation of the Overall

Economic Development Commission OEDC) to fund the Fall FY 2010-11 Development Set-

Aside regranting proposal submitted by the Arts Council for Monterey County ACMC) in the

amount of $131,000.

SUMMARY:

The Board of Supervisors designated the Arts Council for Monterey County to administer and

make a recommendation for the FY 2010-11 Development Set-Aside arts regranting funds. The

ACMC has completed its Fall FY 2010-11 round regranting process and submitted their

recommendation to the OEDC. The OEDC reviewed the regranting proposal on November 18,

2010, and voted unanimously to forward the recommendation to the Board of Supervisors for

final approval.

DISCUSSION:

The Arts Council for Monterey County is a 501� 3) nonprofit organization serving the children

and families of this region since 1982. Their mission is to improve the quality of life in our

region through the arts. Through grants to a wide range of nonprofit arts presenters, audience

development workshops, arts education for students with the greatest needs, and the marketing

and promotion of arts programs to residents and visitors, the ACMC contributes to a vibrant

culture, a healthy society, and a strong economy in Monterey County.

The Regranting Program is one of the most vital tools the Arts Council for Monterey County has

to reach its goals and achieve its vision of a sustainable arts sector of benefit to all. On July 13,

2010, your Board approved the Spring FY 2009-10 regranting proposal in the amount of

$44,749, which benefited twenty-four organizations.

The ACMC Fall 2010-2011 Grant Allocation Review" present a full review of the thirty-seven

organizations, the districts in which they provide their services, their proposed projects, panel

rating and funding recommendations, which total $131,000. The Arts Council Board of

Directors subsequently approved the final ratings and recommendation for funding.

Grant funds are awarded on a competitive basis with priority consideration given to projects that

address the needs of our youth and/or that substantially and creatively identify, attract, and

engage underserved audiences, especially in North and South Counties. Announcements of the

availability of grants were made via mail, email, the ACMC web site, press releases to the media,

and various meetings around the county. As needed, ACMC staff and volunteers advised new

applicants regarding process and/or procedures. As in the past, the applicant organizations

represent all disciplines and all cultures and reflect a very broad range of professional

development. The ACMC Grant Guidelines Fall 2010/11 Application Checklist/Application"

specifies the procedures for submitting a grant application.

The ACMC convened a panel comprised of five reviewers including ACMC board members and

members of the community from all over Monterey County. Although all panelists have a strong

interest in the arts, they represent a broad array of expertise in finance, education, government

and communications. The ACMC Board of Directors reviewed all panel recommendations to

ensure thoroughness and accuracy. Ratings were based on the rubric grids that staff and board

developed, which closely follows the standard by the California Arts Council. The criteria

focused primarily on value of proposed service, strength of organization, and unique contribution

of service to the region. Recommended allocation amounts were based on the percentage

amount of the total available, according to the rating. The ACMC Cultural Arts Grants  Fall

2010-2011  Overview" provide detail on the goals, outreach, panels, ratings, funding

recommendations and special spring round for the regranting process. In addition, the ACMC

enters into a Grantee Agreement" to track the performance of the Grantee, once regranting has

been approved.

OTHER AGENCY INVOLVEMENT:

The OEDC reviewed and approved the recommendation on November 18, 2010.

FINANCING:

The Board approved the FY 2010-11 Agreement with the Arts Council for Monterey County on

July 27, 2010, in the amount of $236,920, which includes funding for regranting. There is no

financial impact to the General Fund.
