RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 2 to Mental Health Services Agreement A-12729 with The Village Project, Inc. for the provision of mental health outreach, engagement and counseling services in the increased amount of $519,493 for Fiscal Year (FY) 2015-16, for a new total Agreement amount not to exceed $875,737 for FY 2014-15 through FY 2015-16.

 

SUMMARY/DISCUSSION:

 

Since Fiscal Year 2008-09, the Monterey County Health Department, Behavioral Health Bureau, has contracted with The Village Project, Inc. for the provision of mental health outreach and counseling services for Monterey County African-Americans and other unserved/underserved racial and ethnic group members and their families.  The Village Project, Inc. works in collaboration with other community based organizations providing mental health services to ensure that services are culturally competent.  Referrals are made through the community, faith based organizations, schools, and Behavioral Health Bureau’s Forensic Team. 

 

This Amendment No. 2 increases the Fiscal Year (FY) 2015-16 Agreement by $149,001 to assure sustainability of services, for a revised total Agreement amount not to exceed $875,737 for FY 2014-15 through FY 2015-16.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and an additional defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: enhance community health and safety by emphasizing prevention; and ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 2 as to legal form and fiscal provisions respectively. The Amendment No. 2 is on file with the Clerk of the Board. 

 

FINANCING:

This Agreement is funded by Mental Health Services Act funds (92%) and AB 109 funds (8%).   There are sufficient revenues and expenditures included in the Health Department’s FY 2015-16 Adopted Budget (4000-HEA012-8410) to cover the increased amount of $149,001.
