a. Approve and authorize the Monterey County Laguna Seca Representative to execute a Standard Agreement between Carmel Cantina, Inc., dba Baja Cantina Carmel, and the County of Monterey for catering services for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2024, through December 31, 2024, for an amount not to exceed of $350,000;
b. Approve and authorize the Monterey County Laguna Seca Representative to execute up to 3 future amendments to the Standard Agreement where the total of each amendment does not exceed 10%, or $35,000, of the agreement amount and does not significantly change the scope of work, subject to County Counsel approval, for an aggregate not to exceed amount of $455,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Monterey County Laguna Seca Representative to execute a Standard Agreement between Carmel Cantina, Inc., dba Baja Cantina Carmel, and the County of Monterey for catering services for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2024, through December 31, 2024, for an amount not to exceed of $350,000;
b. SUMMARY/DISCUSSION:
Carmel Cantina, Inc., dba Baja Cantina Carmel (Carmel Cantina) is a local company operating its’ Carmel restaurant for nearly 30 years. Carmel Cantina has provided catering services to WeatherTech Raceway at Laguna Seca (WRLS) for the past 3 years, serving WRLS as the primary caterer for the Legends Club during hosted events at the raceway. These events allow WRLS staff to showcase the facility and its value to local, national, and international clients and attendees to allow for continued interest in utilizing and participating in major and minor events at Laguna Seca.
Staff requests the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute the proposed Standard Agreement with Carmel Cantina (Attachment A) with a term beginning May 1, 2024 through December 31, 2024 in an amount not to exceed $350,000 and and up to 3 future amendments where the total of each amendment does not exceed $35,000 for an aggregate not to exceed sum of $455,000.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.
FINANCING:
The cost of the contracted services provided by Carmel Cantina shall not exceed $350,000 for the duration of the Agreement. There is sufficient funding in the Fiscal Year 2023-2024 Adopted budget while the budget for the service cost for Fiscal Year 2024-2025 will be included in the recommended budget request for Laguna Seca Recreation Area, Fund 453, Unit 8579, Appropriation Unit PFP067.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiatives for Economic Development as use of the services will assist in providing quality events at Laguna Seca facilities. This in turn will generate revenue that is intended to finance WRLS operations and maintenance and promote economic development by attracting domestic and international visitor dollars that will stimulate the local economy.
