Title

Adopt resolutions authorizing the District Attorney of the County of Monterey, on behalf of the County, to submit proposals to the California Department of Insurance, the California Office of Emergency Services (CalOES), the California Office of Traffic Safety and the US Department of Justice, and to execute on behalf of the County the Grant Award Agreements including any extension or amendments thereof.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt resolutions authorizing the District Attorney of the County of Monterey, on behalf of the County, to submit proposals to the California Department of Insurance, the California Office of Emergency Services (CalOES), the California Office of Traffic Safety and the US Department of Justice, and to execute on behalf of the County the Grant Award Agreements including any extension or amendments thereof.

 

SUMMARY:

The Monterey County District Attorney’s Office relies on a variety of Federal and State grants to provide a portion of the financial support required by the Department for the services it provides in the County. 

 

Funding for these programs is expected to continue in FY 2025-26.  The Federal and State agencies responsible for these grants require the recipient departments to submit periodic applications to renew funding for the upcoming fiscal year even though there is an established relationship between the County and the funding agency. This is the eighteenth year in which this overall approval practice is being utilized to streamline the grant application and acceptance process.  The specific grants and administering State agencies for which this authorization is being requested is through the California Department of Insurance, with Grants for:

                     Automobile Insurance Fraud, 1 July 2025- 30 June 2026

                     Workers Compensation Insurance Fraud, 1 July 2025 - 30 June 2026

                     Disability and Healthcare Insurance Fraud. 1 July 2025- 30 June 2026

And through the California Office of Emergency Services (CalOES), with Grants for:

                     Victim Witness Assistance (VW) Program, October 1, 2025 - September 30, 2026

                     Unserved/Underserved Victim Advocacy and Outreach (UV) Program, January 1, 2026 - December 31, 2027

                     Child Advocacy Center (KC) Program, April 1, 2026 - March 31, 2027

                     Innovative Response to Marginalized Victims of Crime (KI) Program, January 1, 2026 - December 31, 2026

                     Family Justice Center (FJ) Program, April 1, 2026 - March 31, 2027

And through the California Office of Traffic Safety for:

                     Alcohol and Drug Impaired Driver Vertical Prosecution Program, 1 October 2025- 30 September 2026

And through the US Department of Justice for:

                     Prosecuting Cold Cases with DNA, 1 October 2025 - 30 September 2028

 

DISCUSSION:

Approval of the recommended action will allow the District Attorney to submit the approved Board Resolution as verification of Board approval granting authority to sign the various grant agreements for renewal of funding for those designated ongoing programs, while eliminating the necessity for multiple Board Reports requesting the Board’s consideration and approval for each individual grant agreement.   The ongoing grant agreements and/or amendments will be based on similar terms as existing agreements.

 

OTHER AGENCY INVOLVEMENT:

None

 

FINANCING:

If approved, the subject grant funds have been included in various appropriations and revenues requests submitted for Board approval as part of the FY 2025-26 Recommended Budget.  Approval of this request and the receipt of the subject grants will have no new impact on the County General Fund. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of this request will increase public safety throughout the county by the increased prosecution efforts combating Insurance Fraud and driving under the influence and providing increased support for victims of crime.
