a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula to provide congregate and home delivered meals, nutrition education, and health promotion services to seniors on the Monterey Peninsula and City of Salinas for the period of July 1, 2025 through June 30, 2026, in the amount of $916,052; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($91,605) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,007,657.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula to provide congregate and home delivered meals, nutrition education, and health promotion services to seniors on the Monterey Peninsula and City of Salinas for the period of July 1, 2025 through June 30, 2026, in the amount of $916,052; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($91,605) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,007,657.
SUMMARY/DISCUSSION:
This agreement provides congregate meals for in-person dining and home-delivered meals to older adults that are home-bound on a temporary or permanent basis. The home-delivered meal program serves seniors living in the County of Monterey Supervisor Districts 4 and 5. The area includes: Del Rey Oaks, Marina, Sand City, Seaside, Southwest Salinas, Carmel, Carmel Valley, Big Sur, Pacific Grove, Pebble Beach, Monterey, Hwy 68, and Las Palmas. Congregate meal and elderly nutrition program dining sites include the Meals on Wheels Community Center in Pacific Grove, the Monterey Senior Center and El Estero Senior Housing in Monterey, the Oldemeyer Center in Seaside, Junsay Oaks Senior Apartments and Marina Manor Senior Housing in Marina, and in Salinas the Los Abuelitos Senior Apartments, Firehouse Community Center, Sherwood Village and YMCA.
The Agreement also funds health education and promotion services at the Meals on Wheels Community Center in Pacific Grove. Evidence based programs are used that have been proven to work to improve the health and well-being of senior participants. Specific interventions offered include Tai Chi for arthritis and Matter of Balance for fall prevention.
This agreement was awarded to Meals on Wheels of the Monterey Peninsula through a formal Request For Proposal (RFP #10933) process in May 2024.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in the Area Agency on Aging 001-5010-SOC010 are included in the FY 2025-26 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition and health promotion services to seniors in Monterey County.
