SUBJECT: Consider and approve appointments of Board of Supervisors
members to various boards, committees and commissions for
Calendar Year 2011 as outlined in Attachment A.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Consider and approve appointments of Board of Supervisors members to various
boards, committees and commissions for Calendar Year 2011 as outlined in
Attachment A.
b. Discuss and approve appointments of Board of Supervisors members to the
Local Agency Formation Commission of Monterey County for Calendar Year
2011.
SUMMARY/DISCUSSION:
In January of each year, the incoming Chair of the Board of Supervisors recommends
approval of appointments of Board members to various Ad Hoc Board Committees,
Standing Board Committees, and other Agencies, Joint Power Authorities and
Miscellaneous Appointments. Appointed Supervisors will serve on these committees for
one year or until a successor is appointed.
In late 2010, incoming Chair Supervisor Jane Parker met with each member of the
Board to solicit their interest in committee assignments for 2011. Parker also reviewed
previous action of the Board of Supervisors and bylaws of certain Boards, Agencies,
and Committees.
In January 2010 the Board of Supervisors approved a recommendation to appoint the
same two Board members to serve on the Gang Task Force Steering committee and
the Gang Task Force Policy Committee to avoid potential Brown Act violations. Per
Committee Bylaws the current Chair of the Board is named as the appointee to the
Gang Task Force Steering Committee. Consistent with the January 2010 decision, other
committees addressing similar issues should consist of the same two Board members
who serve on the Gang Task Force Steering committee. Affected committees are noted
with an * below.
The Monterey Regional Waste Management appointments are governed by the Public
Resource Code 49120. The code states that one member of the governing body of the
district MRWMD) shall be selected by the board of supervisors to represent the
unincorporated area." This appointment has typically been a member of the Board of
Supervisors; however the code allows the Board to appoint a non-supervsor. Today's
recommendation includes the appointment of a non-Supervisor.
The Local Agency Formation Commission LAFCO) of Monterey County requires
appointment of two members of the Board of Supervisors. Since more than two
