Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a non-standard agreement between the County of Monterey and the Tulare County Superintendent of Schools for the acceptance of Friday Night Live (FNL) Program funds for the provision of adult-led-youth mentored services retroactive to July 1, 2022, in the total Agreement amount not to exceed $55,000 for the full-term July 1, 2022 - June 30, 2023.

b. Approve the non-standard insurance and indemnification provisions as recommended by the Director of Health.

c. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($5,500) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The County of Monterey, Health Department, Behavioral Health Bureau historically received funding for the Friday Night Live Program through the Department of Health Care Services (DHCS). Beginning Fiscal Year 2022-23, the California Friday Night Live Partnership (CFNLP), who oversee the administrative, fiscal and implementation of county programs are housed in the Tulare County Superintendent of Schools. The Tulare County Superintendent of Schools began contracting directly with Counties for Friday Night Live program funding. This non-standard agreement is retroactive to July 1, 2022, due to DHCS and State FNL negotiating terms of contracting directly with Counties and the delay in Monterey receiving the agreement for review and execution. This Agreement also provides for mutual indemnification between both parties.   

 

The goals of the FNL Mentoring program are to form youth-adult partnerships with young people, to provide programs rich in opportunities and support, so young people will be less likely to engage in problem behaviors, more likely to achieve in school, and more likely to attend higher education or secure a full-time job. The Epicenter, who is our current contracted provider, works with our local youth under the auspices of the Friday Night Live (FNL) Program and provides services to both Middle School and High School students and Non-traditional High School students in our community.

 

The youth work on a variety of local projects including:

Environmental scans of their local communities, social media outreach and engagement around youth/adult abuse and misuse of alcohol and drugs, Prescription Drug Take-Back Days, Local Merchant Awards, Civic engagement and Social Host Ordinances to name a few strategies. The aim of the program is to reduce alcohol, drug, marijuana, tobacco use by underage youth in our community. The youth use the data they collect to inform the strategies they choose to work on and implement at the local level and to educate their peers and the community about local substance use trends in their community.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal(s):3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed as to legal form and fiscal provisions respectively.  The Office of County Counsel objects to this agreement because it deviates entirely from the County’s standard contract provisions.

 

FINANCING:

This Agreement is funded by State Friday Night Live Program funding (100%).  The funds for FY 2022-23 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2022-23 Adopted Budget. Approval of this action has no impact on the County General Fund.
