RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

Approve Natividad Medical Center to increase the project cost for the Pharmacy Renovation by $705,411 for additional construction, inspection and permit fees for a total project cost of $1,905,411.

 

SUMMARY

The Pharmacy Department is located on the first floor of building 580. The department develops intravenous (IV) medications that are introduced directly into the bloodstream, bypassing the anti-infective defenses of the stomach and skin. Contaminated compounding IV medications can result in patient harm due to infections. To prevent contamination, it is necessary that medications are developed by trained staff using proper procedures in facilities designed to prevent contamination. The current IV compounding facility in the Pharmacy department will not meet new governed regulations for IV compounding. The project has updated the department to meet new laws and regulations by providing a new compounding room with a non-hazardous anteroom and a hazardous medication storage room. Construction has completed this initial scope of construction and is pending acceptance from the Board of Pharmacy and the California Department of Public Health (CDPH).

 

With the onset of COVID-19 resulting in supply chain delays, there is a need to expand the capacity of the Pharmacy Department. Natividad has identified the need to modify the remainder of the Pharmacy space to accommodate two new extra-large freezers, supplies for COVID-19 medications, and vaccines.  Natividad would like to expand the scope of its current approved Pharmacy project to allow for these much needed changes to occur.  In order to complete this renovation, the Pharmacy will be temporarily relocated to a secure adjacent hallway.  This will allow the contractor to consolidate construction scope into minimal phases. Expanding the additional scope will cost $705,411 to the approved amount of $1,200,000 for a new total project cost of $1,905,411. Staff is researching to be able to fund a portion of the project with reimbursement funds from covid relief or Federal Emergency Management Agency.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this project as to legal form and risk provisions.

The Auditor-Controller has reviewed and approved this project as to fiscal provisions. This project was supported by Natividad’s Finance Committee and Board of Trustees on February 11, 2022, Capital Improvement Committee on February 14, 2022, and Budget Committee on February 23, 2022.

 

FINANCING:

The original approved amount for this project of $1,200,000 (Budget ID # B16‐2016‐129) is included in Natividad’s Capital Reserve. The increase in project costs will be funded by NMC’s Enterprise Fund.
