a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement between the County of Monterey and Center for Community Advocacy (CCA), for the provision of culturally specific mental health prevention and early intervention services for unserved adults, children, and families in the amount of $243,109 for Fiscal Year 2024-2025 for a retroactive term of July 1, 2024 through June 30, 2025; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments where the combined amounts do not exceed 10% ($24,310) of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed amount over $267,419.

RECOMMENDATION
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement between the County of Monterey and Center for Community Advocacy (CCA), for the provision of culturally specific mental health prevention and early intervention services for unserved adults, children, and families in the amount of $243,109 for Fiscal Year 2024-2025 for a retroactive term of July 1, 2024 through June 30, 2025; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments where the combined amounts do not exceed 10% ($24,310) of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed amount over $267,419.
SUMMARY/DISCUSSION
As part of the County of Monterey Health Department, Behavioral Health Bureau’s Access and Mental Health Services Act (MHSA) outreach, engagement and mental health programs, this County has an Agreement A-15539 that expired on June 30, 2024, with Center for Community Advocacy (CCA) to meet goals and objectives outlined in the County’s MHSA Plan. CCA provides outpatient mental health services and access to services to the underserved Latino population of Monterey County and works in partnership with the County of Monterey Behavioral Health Bureau (MCBH) to streamline the referral process for residents who qualify for Specialty Mental Health Services provided by MCHB. Approval of this proposed Agreement will provide a continuum of outreach to the population of focus and extend collaboration efforts.
This Agreement is retroactive to July 1, 2024, due to staff working closely with the provider to obtain the appropriate insurance documentation as required by the County of Monterey and awaiting appropriate signature.
This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT
The office of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively.
FINANCING
This Agreement is funded by MHSA funds (100%). The funds for FY 2024-25 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2024-25 Adopted Budget.
