Adopt a Resolution to:
a. Approve the clarification to Board Resolution RES 19-287, dated August 27, 2019, which amended the FY 2019-20 Facility Master Plan Projects Fund, Fund 404, Appropriation Unit RMA015, to increase appropriations and estimated revenues by $4,376,893, financed by an operating transfer in of $656,893 from Fund 401, Appropriation Unit RMA 004, for the County Match, $200,000 for the City of Salinas Match, and $3,520,000 from the Homeless Emergency Aid Program Grant for the 855 East Laurel Drive Homeless Shelter Project, Project 8875 (4/5th vote required);
b. Authorize and direct the Auditor-Controller to amend the FY 2019-20 Adopted Budget by decreasing appropriations by $656,893 from Facilities Maintenance Projects Fund, Fund 401, Appropriation Unit RMA004, and increasing appropriations by $656,893in Capital Projects Fund, Fund 402, Appropriation Unit RMA014, where the financing source is Unassigned Funds (Fund 402-BSA 3101) (4/5th vote required).

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution to:
a. SUMMARY/DISCUSSION:
On August 27, 2019, the Board of Supervisors adopted Resolution 19-287 which, in part, authorized the transfer of $656,893 from Capital Projects Fund, Fund 401, Appropriation Unit RMA004, to the Facility Master Plan Projects Fund, Fund 404, Appropriation Unit RMA015, for the County Match for the Homeless Emergency Aid Program (HEAP) Grant for the 855 East Laurel Drive Homeless Shelter Project, Project 8875, and an increase in appropriations in the amount of $656,893 in Fund 401, Appropriation Unit RMA004, where the financing source is Unassigned Funds (Fund 401-BSA 3101).
During the development of the FY 2019/20 Adopted Budget, RMA, in collaboration with the County Administrative Office (CAO) and the Auditor-Controller’s Office, it was determined that Fund 401, Facilities Maintenance Projects, would be dissolved at the end of the fiscal year and facilities maintenance projects not considered capital projects would be performed out of Fund 001, Facilities Maintenance budget and projects qualifying as Capital Projects would be performed either out of Fund 402, Capital Projects, or Fund 404, Facility Master Plan Projects.
The FY 2019/20 Adopted Budget included an Operating Transfer-Out from the Unassigned Funds in Fund 401 of $3,122,448 distributing the fund balance as an Operating Transfer-In as follows: $2,820,015 to Fund 402, Capital Projects; $43,868 toward the Carmel River Floodplain Restoration Project in Fund 404, Facility Master Plan Projects; and $258,565 toward completion of the Energy Efficiency Measures Phases IV and V in Fund 001, Facilities Maintenance.
Due to this recent transfer of funds from Fund 401, RMA staff incorrectly referenced the financing source in the resolution prepared for Board approval for the operating transfer of $656,893 for the County Match for HEAP Grant for the 855 East Laurel Drive Homeless Shelter Project, Project 8875. The Board approved RES 19-287 on August 27, 2019. RMA is requesting an augmentation and clarification to Board Resolution RES 19-287 to correctly reflect the appropriate financing transactions (Attachment C Resolution).
OTHER AGENCY INVOLVEMENT:
RMA worked with the CAO Budget Office regarding correction of the approved appropriations.
FINANCING:
The requested augmentation and clarification to the authorized actions in Board Resolution RES-1987 will correct the referenced financing source of an operating transfer in of $656,893 from Facilities Maintenance Projects Fund, Fund 401, Appropriation Unit RMA004, to the appropriate source, Capital Projects Fund, Fund 402, Appropriation Unit RMA014, for the 855 East Laurel Drive Homeless Shelter Project. The recommended action will decrease appropriations in the amount of $656,893, from Fund 401, Appropriation Unit RMA004, and increase the appropriations in the corresponding amount in Fund 402, Appropriation Unit RMA014, where the financing source is Unassigned Funds (Fund 402-BSA 3101).
