a. Approve and authorize the Contracts and Purchasing Officer or designee to execute Amendment 1 with Peregrine Technologies Inc., to provide support, training and integration into their Peregrine Technologies SaaS (Software as a service) System which is a data fusion and visualization system linking data from disparate systems such as Dispatch, Jail and Records into a centralized Saas Cloud platform. This near real-time system performs data analysis which links people, events, incidents, and crime data for the Sheriff’s Office to make informed situational awareness decisions, extending the agreement one (1) year (November 1, 2025 through October 31, 2026) for a revised full agreement term of November 1, 2024 through October 31, 2026 and adding $155,000 for a revised total agreement amount not to exceed $310,000; and
b. Authorize the Contracts and Purchasing Officer or designee to execute one (1) future amendment for one (1) year and add $155,000 to the amendment for a total agreement amount not to exceed $465,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts and Purchasing Officer or designee to execute Amendment 1 with Peregrine Technologies Inc., to provide support, training and integration into their Peregrine Technologies SaaS (Software as a service) System which is a data fusion and visualization system linking data from disparate systems such as Dispatch, Jail and Records into a centralized Saas Cloud platform. This near real-time system performs data analysis which links people, events, incidents, and crime data for the Sheriff’s Office to make informed situational awareness decisions, extending the agreement one (1) year (November 1, 2025 through October 31, 2026) for a revised full agreement term of November 1, 2024 through October 31, 2026 and adding $155,000 for a revised total agreement amount not to exceed $310,000; and
b. Authorize the Contracts and Purchasing Officer or designee to execute one (1) future amendment for one (1) year and add $155,000 to the amendment for a total agreement amount not to exceed $465,000.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office (MCSO) utilizes disparate systems such supporting law enforcement activities within the Monterey County (e.g. AXON for body worn cameras, CAD for emergency dispatch, Tracnet for Records management systems, Flock for cameras, etc.).
Peregrine consumes disparate systems data into their AWS Government Cloud Platform (approved by the Department of Justice) and acts as a data fusion center only for authorized law enforcement. The ability to draw connections between these disparate systems linking people, places, assets and events of interest enhances public safety for Monterey County thus providing law enforcement with tools to make informed decisions on real time data.
Since this is cloud based, peregrines responsibly lies with ensuring system security patches, performance optimizations, data ingestion and mapping of data.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller has reviewed and approved the Agreement as to fiscal provisions.
FINANCING:
The cost of this contract was included in the FY25-26 Adopted Budget. There will be no increase in General Fund Contributions as a result of this Board action.
