Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Agreement A-13603 with Crisis Support Services of Alameda County for suicide prevention and intervention services in an increased amount of $75,082 for the term retroactive to July 1, 2019 through June 30, 2020.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Agreement A-13603 with Crisis Support Services of Alameda County for suicide prevention and intervention services in an increased amount of $75,082 for the term retroactive to July 1, 2019 through June 30, 2020.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-13603 with Crisis Support Services of Alameda County (CSSAC) for the provision of suicide prevention and intervention services. This Amendment increases the units of service and funding amount for FY 2019-20 to add the capacity required to also serve clients from our Substance Abuse Treatment and Adult System of Care programs in need of crisis intervention telephone counseling services.

 

CSSAC provides crisis intervention telephone counseling services to programs serving high consumers of mental health services.  CSSAC is also certified as meeting the standards of practice of the American Association of Suicidology, and as a member of the National Suicide Prevention Lifeline, CSSAC also adheres to the Best Practice standards in suicide prevention and crisis intervention.

 

CSSAC provides live, trained counselors experienced in crisis intervention and triage, emergency screening, and computer operations to be able to respond to, document and route after-hours crisis and other urgent calls to designated County emergency and non-emergency contacts.

 

This Amendment is retroactive to July 1, 2019 due to a delay in contract negotiations and discussions in funding. Monterey County Health Department Behavioral Health Bureau (BHB) is mandated to maintain a toll-free, 24/7 access telephone to provide linkage to services and support to Monterey County residents seeking mental health and substance use services.

 

This work supports the following Monterey County Health Department 2018-2022 strategic plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Amendment No. 1 is funded by Mental Health Services Act funds (50%), Realignment funds (45%) and Substance Use Disorder funds (5%).  The funds for this Amendment No. 1 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2019-20 Recommended Budget.
