a. b. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% ($26,500) of the original Agreement amount, do not significantly alter the scope of services, and do not exceed the total not-to-exceed amount of $291,500.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement with Centro Binacional para el Desarrollo Indigena Oaxaqueño (CBDIO) for the provision of Maternal Mental Health Prevention and Early Intervention program services for a total Agreement amount not to exceed $265,000 for the term July 1, 2025 through June 30, 2026; and
b. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% ($26,500) of the original Agreement amount, do not significantly alter the scope of services, and do not exceed the total not-to-exceed amount of $291,500.
SUMMARY/DISCUSSION
This new Mental Health Services Agreement replaces Agreement A-16990, which expires on June 30, 2025. CBDIO will continue providing Maternal Mental Health Prevention and Early Intervention (PEI) program services in Greenfield, King City, and Soledad to prevent Perinatal Mood and Anxiety Disorder (PMAD). Program services will specifically target the Indigenous community at higher risk for PMAD in the South County region which consist of a large population of undocumented, low-income women who do not qualify for Medi-Cal and consequently cannot access health care or therapeutic services.
This Agreement contains the County’s standard 30-day “no cause” provision (Section V, B) and an additional defunding provision (Section V, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals(s): 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller have reviewed and approved this request as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Mental Health Services Act Prevention and Early Intervention (MHSA PEI) revenues (100%). The funds for this Agreement are included in the Health Department Behavioral Health (HEA012, Unit 8410) Fiscal Year 2025-26 Requested Budget.
