a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with WestCoast Children’s Clinic for use of web-based application, including training and technical assistance associated with application use, for the Commercial Sexual Exploitation Identification Tool (CSE-IT) for the period of July 1, 2025 through June 30, 2027, in the amount of $13,263 including nonstandard user agreement and business associate agreement; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($1,326) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $14,589.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with WestCoast Children’s Clinic for use of web-based application, including training and technical assistance associated with application use, for the Commercial Sexual Exploitation Identification Tool (CSE-IT) for the period of July 1, 2025 through June 30, 2027, in the amount of $13,263 including nonstandard user agreement and business associate agreement; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($1,326) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $14,589.
SUMMARY/DISCUSSION:
This is a non-standard user agreement for use of the web based CSE-IT application, as well as training and technical assistance associated with application use. The CSE-IT is the identified screening tool for the Child Welfare Agency’s Commercial Sexual Exploitation of Children (CSEC) Program. Our agency has partnered with WestCoast Children’s clinic to pilot earlier iterations of the CSE IT tool since the program’s inception in 2015. Previous versions of the CSE-IT were utilized by accessing an electronic form, and thus a user agreement has not historically been necessary. WestCoast Children’s Clinic phased out this electronic form in January 2023, and thus the only access to the CSE-IT is through the web-based application. As a result, Child Welfare is seeking to enter this agreement in order to continue utilization of the CSE-IT as it’s screening tool.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded with CSEC Allocation funds from the California Department of Social Services (CDSS). Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2025-26 Adopted Budget and future appropriations will be included in the FY 2026-27 budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Administration and Health and Human Services Strategic Initiative adopted by the Board of Supervisors by providing the Department of Social Services with a mechanism for identifying youth who are survivors or at risk of being victimized by Commercial Sexual Exploitation and Sex Trafficking.
