RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Contracts and Purchasing Officer or their designee to execute a Non-Standard Agreement with Idemia Identity and Security USA LLC, for Maintenance Coverage for Products under maintenance in the amount of $28,521 for the period of July 1, 2024, through June 30, 2027.

 

SUMMARY:

The Monterey County Sheriff’s Office, on behalf of the Remote Access Network board (RAN, also known as Cal-ID), electronically reports fingerprints to State and Federal law enforcement agencies, as requested by the California Department of Justice. This maintenance contract is to support (1) Reviewer License for managing fingerprint Submissions to the Department of Justice, (1) Livescan device located at Del Rey Oaks Police Department, (7) Mobile Identification Devices used for mobile identity verification and (1) Latent Multi-modal workstation used by the Crime Scene Investigators for latent fingerprint Investigations. 

 

Pursuant to California Penal Code section 11112.4, the Remote Access Network (RAN) Board is comprised of a member of the Board of Supervisors, the Sheriff, the District Attorney, a second Chief of Police selected by all other police chiefs within the county and the Chief of Police of a Cal-ID member department having the largest number of sworn personnel within the county (currently the Salinas Police Department) and a mayor elected by the city selection committee and a member-at-large chosen by the other members. These costs were included in the Cal-ID budget as approved by the RAN Board.

 

Per the Vehicle Code Section 9250.19 and Board Resolution 90-13, the RAN Board authorizes the expenditure of funds that will be used to enhance the capacity of local law enforcement to provide automated mobile and fixed location identification of individuals. The Cal-ID funds are derived from a fee of two dollars ($2) collected by the Department of Motor Vehicles for each vehicle registered in Monterey County.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to legal form, and the Auditor/Controller has reviewed for fiscal provisions. The county’s Information Technology Department has reviewed the agreement.

 

FINANCING:

The cost of this Agreement is funded by the Cal-ID funds and was included in the FY2024-2025 Recommended Budget.  Future costs will be included in future budget requests. There will be no increase in General Fund Contribution resulting from this action.
