RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts Purchasing Officer, or his designee, to execute Amendment 1 to the Agreement with DELTAWRX, LLC for project management and related services for the Monterey County Next Generation Radio System Project, retroactive to November 1, 2017 through June 30, 2018, and adding $94,283 to the agreement amount of $80,000, for a revised total amount not to exceed $174,283.
SUMMARY/DISCUSSION:
In December 2010, the Board of Supervisors approved the contract with DELTAWRX, LLC to provide project management and associated services for the design and implementation of the Monterey County Next Generation Radio System Project (NGEN). DELTAWRX has proven to be a valuable partner in the development of functional requirements, telecommunication radio site development, and radio frequency acquisition DELTAWRX has also successfully coordinated with the prime NGEN contractor, Harris Corporation, multiple departments within the County of Monterey, participating cities, and regional first responder agencies.
The current DELTAWRX contract expired on October 31, 2017. At that time, the NGEN project lacked appropriations to extend the term of the existing contract or to increase the amount of the contract. Crucial aspects of the NGEN project required the continued attention of the DELTAWRX project management and technical staff to investigate and clarify technical issues impeding the progress of the project. The additional work exceeded the cost of the contract by $14,283 and continued into December 2017. DELTAWRX ceased work at that time pending a new contract, or an amendment to the existing contract, to complete the NGEN project.
On, February 6, 2018, the Board of Supervisors approved reinstatement of appropriations for the NGEN project through the end of the current fiscal year, June 30, 2018. The project is expected to be complete by April 12, 2018 and a debrief period will be conducted thereafter.
The NGEN Project Implementation Team seeks the continued support of DELTAWRX to keep the project on schedule and to coordinate the activities of the stakeholders through project completion before the end of this fiscal year. By extending the agreement term and increasing the amount of the agreement, the proposed amendment will compensate DELTAWRX for project management services already rendered and will allow DELTAWRX to continue with project management activities and responsibilities through the estimated NGEN system completion date and debrief period.
OTHER AGENCY INVOLVEMENT:
The amendment to the agreement DELTAWRX has been reviewed by County Counsel as to form.
FINANCING:
The costs in the Agreement with DELTAWRX are included as part of the FY 17/18 NGEN Project Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of Amendment 1 to the DELTAWRX Contract 6 will allow the continued management of the Next Generation (NGEN) Radio Project. This project serves to enhance public safety in the County of Monterey.
