Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept Victims of Crime Act (VOCA XC 22) grant funding from the California Governor’s Office of Emergency Services (Cal OES) (Subaward XC22 05 0270, Cal OES ID 053-00000-18) in the amount of $222,870 for the provision of direct services to victims of crime in the County of Monterey, for the grant period of January 1, 2023 to December 31, 2023;

b.                     Authorize the County Administrative Officer, or designee, to execute a Renewal and Amendment No. 2 to the existing operational agreement, extending the term to December 31, 2023, and distributing a total of $222,870, for direct services delivery, with each of the following public and private entities: YWCA of Monterey County, CASA of Monterey County, Monterey County Rape Crisis Center, and the Seaside Police Department; and,

c.                     Authorize the County Administrative Officer, or designee, to apply for, execute memoranda, amendments, or agreements, and administer documents to secure, receive, and distribute further funding from Cal OES for the grant period through December 31, 2023.   

 

SUMMARY:

The County Administrative Office (CAO) is a grant award recipient of the California Governor’s Office of Emergency Services (Cal OES) Victim of Crime Act (VOCA) County Victim Services Program to provide direct services to victims of crime in Monterey County.  The funding is sub awarded to County departments and community partners for the provision of victim services throughout Monterey County.

 

DISCUSSION:

Since 2016, the County has secured several rounds of Victims of Crime Act (VOCA XC 22) grant funding from the California Governor’s Office of Emergency Services (Cal OES) for the provision of direct services to victims of crime within the county’s boundaries.  Funding has been utilized to sustain the cost of direct services, referral and case management, training, and education services conducted in partnership between the County, interdepartmental agencies, and external community partners within the County.  Current partners include CASA of Monterey County, Monterey County Rape Crisis Center, Seaside Police Department, YWCA Monterey County, County Probation Department, and Office of the District Attorney (DA).  The DA leads a program partnership with the Greenfield Police Department, which was made possible by combining sub awardee funding allocations. 

 

In June 2017, the County entered into agreements with service providers retroactively for a term of July 1, 2016, to June 30, 2018, with a combined not to exceed amount of $508,500.  Subsequent Amendments (No. 1) were executed with community partners in May 2018, extending the term of the agreements to December 31, 2019, and increasing the total combined not to exceed amount by $369,366.  Further amendments were authorized by the Board as summarized below:

 

June 30, 2020: 

-                     $244,363 grant award accepted

-                     Authorization obtained to amend agreements, extending term through December 31, 2020, and increasing combined not to exceed amount.

 

May 18, 2021: 

-                     $245,234 grant award accepted

-                     Authorization obtained to amend agreements, extending term through December 31, 2021, and increasing combined not to exceed amount.

 

August 30, 2022: 

-                     $220,927 grant award accepted

-                     Authorization obtained to amend agreements, extending term through December 31, 2022, and increasing combined not to exceed amount.

 

Although Board approval was obtained for the aforementioned, the amendments were not formally executed.  Staff is seeking Board approval to renew and amend the agreements as outlined in Attachments A - D of this report.   Since interdepartmental agreements between county departments do not require Board approval, staff will work directly with the Probation Department and District Attorney to renew and amend their respective agreements.

 

On December 27, 2023, the County Administrative Office was awarded additional grant funding in the amount of $222,870 from the Cal OES- Victims of Crime Act (VOCA) XC Program for the provision of victim related services throughout the County, for the grant period of January 1, 2023, through December 31, 2023.  The grant includes a match requirement of $55,718 which is met with in-kind hours provided by CASA of Monterey County. The County Administrative Office is the lead agency responsible for administering and complying with reporting requirements.  Staff costs associated with grant management are funded by this grant.  As in previous years, grant funds are dispersed by Cal OES and in turn the County, on a reimbursement basis.    A breakdown of the funding allocation (by subgrantee) is attached to this report as Attachment J for the Board’s reference.

 

Staff recommends that the Board accept the grant award in the amount of $222,870 and authorize staff to renew and amend existing operational agreements, extending the term to December 31, 2023.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved Cal OES VOCA XC22 grant Terms and Conditions of the Grant Agreement as to form.

 

FINANCING:

Funds for the grant award amount are included in the current fiscal year budget, therefore an increase in appropriations is not necessary.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Acceptance of Cal OES VOCA XC22 Grant Award will afford the provision of direct services to victims of crime and the training and education of services providers in Monterey County, addressing disparities that affect the health and wellbeing of vulnerable populations.
