Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Community Human Services to operate the Salinas Housing Advancement, Resource and Education (SHARE) Center for the period of July 1, 2025 through June 30, 2026, in the amount of $1,300,000; and                                       

b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($130,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,430,000.

 

SUMMARY/DISCUSSION:

This agreement continues the partnership with the City of Salinas (City) to share the costs of operating the Salinas Housing Advancement, Resource & Education (SHARE) Center. The SHARE Center has a capacity of 104 beds for families and individuals experiencing homelessness and provides comprehensive services in a housing navigation center model, including emergency shelter and wraparound services with a Housing First and pet friendly approach. The goal for SHARE Center guests is to exit into permanent housing. Community Human Services (CHS) has been the operator of the SHARE Center since September 1, 2024.

 

CHS is a 501(c)(3) non-profit organization that provides mental health, substance abuse, and operates multiple emergency shelters in the Monterey Peninsula region for single women and families with children. CHS is continuing their partnership with Dorothy’s Place to provide additional housing navigation support for single adults and couples without children. During the period of September 1, 2024 to April 30, 2025, the SHARE Center has served 156 clients and supported 34 clients with permanent housing placements.

 

The City has executed a separate agreement with CHS to include $1,600,000 for fiscal year 2025-26 operational costs. The County has provided $1,300,000 towards the remaining operational costs and ongoing facility costs.

 

OTHER AGENCY INVOLVEMENT:

The County continues to work collaboratively with the City of Salinas per the existing Memorandum of Understanding. The city maintains a separate operational agreement with Community Human Services. Public Works, Facilities, and Parks worked collaboratively with Social Services on the occupancy terms of the Agreement. Housing and Community Development supports the program with contributions from the Permanent Local Housing Allocation funding. The Auditor Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is funded with Permanent Local Housing Allocation Program (PLHA), Homeless Housing, Assistance and Prevention Round 4 (HHAP-4), Homeless Housing, Assistance and Prevention Round 5 (HHAP-5) and County Funds. Sufficient appropriations and estimated revenues for SOC004are included in the FY 2025-26, Recommended Budget.

 

This venture is a partnership with the City of Salinas where both parties will use multiple funding streams to support the operational agreement. Both the City and County will have separate agreements with CHS and will share in the costs using various local and regional funding streams.

 

The total cost for the City and County partnership SHARE Center operations for July 1, 2025 through June 30, 2026 is estimated at $2.9 million. Funding sources from the City of Salinas include General Funds from Capital Improvement Program (CIP) and American Rescue Plan Act (ARPA).

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Public Safety, Health & Human Services, and Administration Strategic Initiatives adopted by the Board of Supervisors by promoting access to safe shelter and housing navigation services to reduce risk for physical and mental health issues and other chronic illness to individuals experiencing homelessness and allows the County to work collaboratively with the City of Salinas in this shared operation.
