$54,000 with the Victim Compensation and Government Claims
Board for Fiscal Years 2010-11 for the continuation of the Criminal
Restitution Compact Unit; and
b. Authorize the District Attorney to sign up to three future amendments
to this agreement where the amendments do not exceed ten percent

Upon motion of Supervisor Potter, seconded by Supervisor Armenta, and carried by those
members present, the Board hereby:
a. Approved and authorized the District Attorney to sign a contract for $54,000 with the Victim
Compensation and Government Claims Board for Fiscal Years 2010-11 for the continuation
of the Criminal Restitution Compact Unit; and
b. Authorized the District Attorney to sign up to three future amendments to this agreement
where the amendments do not exceed ten percent 10%) and do not significantly change the
scope of the agreement.

SUBJECT: a. Approve and authorize the District Attorney to sign a contract for $54,000
with the Victim Compensation and Government Claims Board for Fiscal
Years 2010-11 for the continuation of the Criminal Restitution Compact
Unit; and
b. Authorize the District Attorney to sign up to three future amendments to
this agreement where the amendments do not exceed 10% and do not
significantly change the scope of the agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the District Attorney to sign a contract for $54,000 with the Victim
Compensation and Government Claims Board for Fiscal Years 2010-11 for the continuation of the
Criminal Restitution Compact Unit; and
b. Authorize the District Attorney to sign up to three future amendments to this agreement where
the amendments do not exceed 10% and do not significantly change the scope of the agreement.
SUMMARY:
Based on funds that are available in Fiscal Year 2010-11, the Victim Compensation and
Government Claims Board has determined that $54,000 is available to Monterey County. Renewal
funding every year will be contingent on performance and the success of the project.
DISCUSSION:
In May 1996, the Victim Compensation and Government Claims Board initiated a pilot project in
six counties for the purpose of establishing case disposition units. The intent of the case disposition
unit is to provide a liaison between counties and the Victim Compensation and Government Claims
Board in an effort to ensure that restitution orders are in place for each claim filed on behalf of
victims of violent crimes, and that restitution fines will be assessed on each convicted offender for
which the Victim Compensation and Government Claims Board has given the county notice.
These objectives are achieved through: constant communication between the Victim Compensation
and Government Claims Board and the County of Monterey's Criminal Restitution Compact;
communication with prosecuting attorneys, probation officers, courts, and other agencies handling
the case; tracking of the cases to determine if appropriate action has taken place; upon completion
of the case, the representative will obtain the final disposition for the Victim Compensation and
Government Claims Board.

The County Administrative Office has reviewed this report.

The estimated cost of the Criminal Restitution Compact Unit" for Fiscal Year 2009-10 is $54,000.
This cost will be financed by the Victim Compensation and Government Claims Board. All
indications are that funding will continue for this program. Future funding will be provided
following a reapplication process, and awarded based upon performance. Should the funding be
discontinued for this service, the Unit will be dissolved. The anticipated funding from this contract
has been budgeted in the FY 2010-11 Adopted Budget
