RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign an Agreement with Catholic Charities/CYO of the Archdiocese of San Francisco-D/B/A St. Vincent's School for Boys, for the provision of mental health services effective July 1, 2013 through June 30, 2016, for a total amount not to exceed $1,193,976; and
b.      Authorize the Director of Health, to sign up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
St. Vincent's School for Boys will provide mental health services to Monterey County young adult in accordance with the client's individual education plan and other identified needs. Services will include day treatment intensive, medication support, case management, and therapeutic behavioral services as required by the treatment plan. The goal of the program is to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.
 
This Agreement will begin July 1, 2013, due to a young adult being placed at St. Vincent's as an emergency placement.  Due to the need for emergency placements it is beneficial to add additional slots for new facilities; this will help meet the demand for future needs.  Emergency placements are conducted when current contracted providers are not able to provide the specialized mental health needs of the young adult.
 
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to empower the community to improve health through programs, policies, and activities.  It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  Agreement is on file with the Clerk of the Board.
 
FINANCING:
This Agreement is funded by Early Periodic Screening, Diagnosis, and Treatment (25%), Federal Financial Participation (30%), Realignment (5%), and Special Education Local Plan Area (SELPA) (40%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The amount of this Agreement is $397,992 for FY 2013-14, $397,992 for FY 2014-15, and is $397,992 for FY 2015-16 for a total amount not to exceed $1,193,976.  The funds for this Agreement are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget for Fiscal Year 2013-14.
