Title: As Chief Elected Official for the Monterey County workforce development area, a. Title

As Chief Elected Official for the Monterey County workforce development area,

a.  Approve and authorize Assistant County Administrative Officer Nick Chiulos to execute a standard agreement in the maximum amount of $25,000 with the California Workforce Association, to provide technical assistance to the Monterey Workforce Development Board for competitive selection of a Workforce Innovation Opportunity Act One-Stop Operator and a Title I Youth Services provider, for the period retroactive to December 6, 2016 through June 30, 2017; and

b.  Approve and authorize the appointment of Assistant County Administrative Officer Nick Chiulos to act as agent for the Monterey County Workforce Development Board to conduct competitive selection of a Workforce Innovation Opportunity Act One-Stop Operator and a Title I Youth Services provider.

RECOMMENDATION:

It is recommended that the Board of Supervisors, As Chief Elected Official for the Monterey County workforce development area,

 

a.  Approve and authorize Assistant County Administrative Officer Nick Chiulos to execute a standard agreement in the maximum amount of $25,000 with the California Workforce Association, to provide technical assistance to the Monterey Workforce Development Board for competitive selection of a Workforce Innovation Opportunity Act One-Stop Operator and a Title I Youth Services provider, for the period retroactive to December 6, 2016 through June 30, 2017; and

b.  Approve and authorize the appointment of Assistant County Administrative Officer Nick Chiulos to act as agent for the Monterey County Workforce Development Board to conduct competitive selection of a Workforce Innovation Opportunity Act One-Stop Operator and a Title I Youth Services provider

 

SUMMARY:

The requested action is necessary to implement requirements of the Workforce Innovation Act of America (WIOA), as enacted in 2014.  Final regulations implementing WIOA’s statutory terms issued in August 2016 and became effective in October 18, 2016.  WIOA and WIOA final rules require competitive selection of a “One-Stop Operator” to administer delivery of workforce development services through a “One-Stop System.”  WIOA and WIOA final rules further require competitive selection of a youth services provider.  Both competitive selection processes must meet detailed, highly specific federal requirements for competitive bidding and selection.

 

On November 16, 2016, the Executive Committee of the Monterey County Workforce Development Board (MCWDB) voted to recommend to the full MCWDB that it approve a contract with the California Workforce Association for technical assistance in conducting the required competitive selections.  The California Workforce Association is a non-profit member organization representing member workforce development boards and other entities that play a role in the WIOA workforce service delivery system; it conducts extensive trainings and conferences on WIOA issues and represents workforce development boards before the California Legislature.  Because the California Workforce Association has in-depth experience and knowledge of WIOA, its technical assistance in satisfying WIOA requirements will be important to properly conduct these initial competitive selections in compliance with new law.

 

On November 16, 2016, the Executive Committee further recommended to the full MCWDB that it appoint Nick Chiulos, Assistant County Administrative Officer of Monterey County as its agent to conduct these competitive selections.  While the Executive Director of the MCWDB would ordinarily administer the competitive selections, it is necessary that a different individual do so here, to comply with WIOA requirements. 

 

On December 7, 2016, the full MCWDB adopted these recommendations and now asks the Board of Supervisors, in its WIOA role as Chief Elected Official, approve the contract with the California Workforce Association and the appointment of Nick Chiulos to act as the MCWDB’s agent for the conduct of the competitive selections.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the agreement with the California Workforce Association as to form.

 

FINANCING:

The funding for this agreement, in the amount of $25,000, will be subsidized from Workforce Development Board Fund 007, Department 1070, Unit 8427, Appropriation DEO026.  Approval of the agreement with the California Workforce Association and appointment of the Assistant County Administrative Officer to act as the MCWDB’s agent to conduct the competitive selections will have no impact on the County General Fund.
