Approve Amendment No. 8 to Professional Services Agreement No. A-10864 with Wood Rodgers, Inc. to provide additional coordination and revisions to the Geometric Layout of the Project Approval and Environmental Document (PA&ED) and draft Plans, Specifications and Engineer's Estimate (PS&E) to complete final design for the State Highway 1 Climbing Lane between Carmel Valley Road and Rio Road project, Project No. 869065, in the amount of $143,560 for a total amount not to exceed $638,885, and extend the term to December 31, 2016; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 8 to Professional Services Agreement No. A-10864 and future amendments to this Agreement where the amendment does not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 8 to Professional Services Agreement No. A-10864 with Wood Rodgers, Inc. to provide additional coordination and revisions to the Geometric Layout of the Project Approval and Environmental Document (PA&ED) and draft Plans, Specifications and Engineer's Estimate (PS&E) to complete final design for the State Highway 1 Climbing Lane between Carmel Valley Road and Rio Road project, Project No. 869065, in the amount of $143,560 for a total amount not to exceed $638,885, and extend the term to December 31, 2016; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 8 to Professional Services Agreement No. A-10864 and future amendments to this Agreement where the amendment does not significantly alter the scope of work or change the approved Agreement amount.
SUMMARY/DISCUSSION:
The purpose of the State Highway 1 Climbing Lane project is to improve traffic flow on State Highway 1 between Rio Road and Carmel Valley Road by constructing a northbound climbing lane on State Highway 1. The project consists of widening on the east side of State Highway 1 to provide for a second northbound through-lane (climbing lane) and widening on the north side of Rio Road to accommodate a second right-turn lane.
The Project Approval & Environmental Document (PA&ED) phase of the project was completed on May 12, 2012. The project Geometric Layout was approved in 2009 and was the basis for approval of the Project Report and Environmental Document for the project. However, shortly after receiving PA&ED approval, Caltrans requested to revise the Geometric Layout to comply with the latest design standards. The Resource Management Agency - Public Works' design consultant, Wood Rodgers Inc., has had numerous meetings with Caltrans to refine the Geometric Layout and process numerous iterations of the Design Exception Fact Sheets. Now, with the approval of the Design Exception Fact Sheets, the Geometric Layout was accepted and Caltrans allowed the County to proceed with final design. As a result of the additional coordination and revision to the Geometric Layout, Wood Rodgers, Inc. scope was expanded and budget exhausted.
Amendment No. 8 to Professional Service Agreement (PSA) No. A-10864 is necessary to revalidate the environmental document, complete right-of-way acquisition and complete design. This amendment will increase the PSA by $143,560, for a total amount not to exceed $638,885, and extend the term to December 31, 2016. Currently the balance of the agreement is $1,348 with an expiration of September 1, 2015.
With the numerous revisions to the environmental document, project report, and design to meet Caltrans' requirements, the project has been extended. Attached is a list of amendments to the PSA to date.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller Office, and Risk Management Office have reviewed and approved Amendment No. 8 as to form and legality, and fiscal and indemnity and insurance provisions, respectively.
FINANCING:
There is no impact to the General Fund. The estimated total cost of the project, including engineering, environmental, right-of-way and construction, is $4,108,742. Funding from a variety of State and local revenue in the amount of $4,108,742 has been authorized for design, environmental, right-of-way and construction of the project. Sufficient appropriations are available in the Department of Public Works Budget (Fund 002, Unit 8195) to finance Amendment No. 8.
