SUMMARY/ DISCUSSION
Each year the California State Association of Counties (CSAC) invites counties to submit nominations for the CSAC Challenge Awards.  These unique awards recognize the innovative and creative spirit of California county governments for finding new and effective ways of providing projects, programs and services to their citizens.

The following two (2) projects/programs are recommended for submission to the 2014 competition:

Submission #1 (Exhibit A): The Pajaro Neighborhood Park, a new state-of-the art five acre park, the first public park in the unincorporated community of Pajaro in Monterey County.

Submission #2 (Exhibit B): The Silver Star Resource Center (SSRC), a multi-agency collaborative of co-located prevention and early intervention services for at-risk youth and their families in Monterey County.  Its mission is to avert youth from entering the criminal justice system and prevent gang association by providing services which reduce the negative impact of at-risk behavior, provide support, build resilience, and generate positive outcomes for program participants.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office-Intergovernmental and Legislative Affairs Division prepared this report with materials submitted by the Probation Department and Resource Management Agency/Economic Development Department.

FINANCING:
Each submission to the CSAC Challenge Award competition requires a $75 entry fee.  Two (2) entries from the County of Monterey will be submitted for a total cost of $150 to be funded through the County Administrative Office-Department 1050, Intergovernmental & Legislative Affairs Unit 8054.   Funds are available in the current year budget.  Approval will have no additional impact on the General Fund.
