Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign a Renewal and Amendment No. 1 to Agreement A-16402 with Goodwill Central Coast, adding $1,400,000 for a new contract total of $3,000,000 to provide Expanded Subsidized Employment services for California Work Opportunity and Responsibility to Kids (CalWORKS) Welfare-to-Work customers, retroactive to July 1, 2024 and extending the term by twelve (12) months, for a term of July 1, 2023 through June 30, 2025; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this amended Agreement where the total amendments do not exceed 10% ($300,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $3,300,000.

 

SUMMARY/DISCUSSION:

Expanded Subsidized Employment (ESE) is one of the California Work Opportunity and Responsibility to Kids (CalWORKs) early engagement strategies being implemented as a result of the passage of AB 74 Chapter 21, Statutes of 2013; Welfare and Institutions Code (WIC) Sections 11322.63 and 11322.64.

 

These services are targeted at the hardest-to-employ CalWORKs Welfare-to-Work customers. These customers have minimal or no work experience and/or must establish appropriate work behaviors before entering unsubsidized employment or the existing ‘work ready’ subsidized employment opportunities.

 

Goodwill Central Coast will provide services for ESE that will include assessment of employment skills and needs; job readiness and retention training; immediate employment at Goodwill stores or other off-site businesses throughout the county; intensive case management to assure success on the job; the payment of wages to participants; and placement of participants in unsubsidized employment.  CalWORKs customers are eligible to participate in ESE for up to twelve weeks or in some instances longer if the customer is obtaining skills and experiences in an employment field, or if a longer placement will lead to unsubsidized employment.

 

Governor Newson proposed eliminating the ESE Program in both the January and May Proposed State Budget, but the funds were later restored when the final budget was adopted, and the program was reinstated.  This Renewal and Amendment #1 has a retroactive date of July 1, 2024 because the Department did not want to impact the customers and the vendor by having the vendor close the program and lay-off staff untill a new contract could be negotiated.  This Renewal and Amendment #1 has a retroactive date of July 1, 2024, due to Governor budget cuts and reinstatement of funds.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Renewal and Amendment as to form, as has the Auditor-Controller’s Office as to financial provisions.

 

FINANCING:

Funding for this agreement is provided through Social Services CalWORKS federal and state revenues. Sufficient appropriations and estimated revenues in Fund 001-5010-SOC005 are included in the FY 2024-25 Adopted Budget.
