a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Agreement No. A-16445 with EMD Millipore Corporation to provide remote care services for the Milli-Q-IQ7000 purification system and three additional years of preventative maintenance, increasing the funds by $90,706 for a new Agreement amount of $127,439 and extending the term an additional three years for a new term of July 26, 2023 through December 31, 2027; and
b. Authorize the Contracts and Purchasing Officer or designee to sign future amendments to the Agreement provided that these amendments do not substantially change the Scope of Services, and the total amount of the amendments does not exceed the Contracts and Purchasing Officer’s signing authority amount of $200,000, with approval from the Office of the County Counsel.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. SUMMARY DISCUSSION:
The Health Department’s Public Health Laboratory and Consolidated Chemistry Laboratory use Millipore water purification systems to produce pure and ultrapure water required for specific laboratory testing equipment, procedures and reagents used to detect disease causing organisms such as Legionella and E. coli 015. Lower grades of laboratory water can drastically affect equipment performance and test results. Milli-Q Purification systems are the most widely used systems in clinical and environmental laboratories worldwide. The Health Department requests this Amendment to continue its current service Agreement with Millipore for an additional three years and keep its water purification system operating at peak efficiency.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals:
2) Provide exceptional person-centered care through accessible, community-focused health services. It also supports three of the ten essential public health services, specifically: 1) Assess and monitor population health status, factors that influence health, and community needs and assets; and 2) Investigate, diagnose, and address health problems and hazards affecting the population; and 9) Improve and innovate public health functions through ongoing evaluation, research, and continuous quality improvement.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.
FINANCING:
This amendment is funded by lab fee revenue, Health Realignment, and Public Health Emergency Preparedness (PHEP) grant funds. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2025-26 Requested Budget.
