Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign a Standard Agreement with the Action Council of Monterey County, Inc., in the amount of $250,000 for the provision of community educational management and contracting for specialized services, for the period of October 1, 2015 through June 30, 2018.

b.                     Authorize the Contracts/Purchasing Officer to approve up to three (3) future amendments that do not exceed (10%) ($25,000) of the original Agreement amount and which does not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Action Council of Monterey County, Inc. (ACMC), created in 1994, is a non-profit Organization involved in creating public/private partnerships to address unmet needs within the community, and to provide planning and coordination of such services.  ACMC addresses the reduction in government funding for health and human services for low-income and vulnerable people.  In part, their goal is to create public/private partnerships to promote economic and social justice and to initiate community dialogue and action on critical issues.  ACMC acts as fiscal agent for over two dozen coalitions of individuals who provide valuable services, which are often not available through traditional community resources.  For many years, the Monterey County Health Department (MCHD) has partnered with ACMC establishing a mutual and purposeful relationship focused on the provision of valuable services to our community.

 

As stated in the Standard Agreement, the Health Department will continue to utilize ACMC’s expertise and resources to: 1) secure professionals that provide specialized services and/or are able to furbish equipment; 2) coordinate summits/trainings in relation to a range of public health topics; and 3) other specialized services as requested by the Director of Health and/or the Assistant Director of Health. 

 

This action will support the Monterey County Health Department’s 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention.  It also supports one or more of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; and, 4. Mobilize community partnerships and action to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively.  This Agreement is on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded by 100% grant-funded programs.  The funds for this Agreement for FY 2015-16 ($100,000) are included in the Health Department’s Administration (HEA014-8438) FY 15-16 Adopted Budget.  The funds for this Agreement for FY 2016-17 ($100,000) and FY 2017-18 ($50,000) will be included in the Health Department’s Administration (HEA014-8438) Requested Budgets.
