RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to execute Amendment No. 12 to the Proprietary Software Maintenance Agreement Statement dated April 7, 2008 for support of CGI Technologies’ Advantage System to add Enhanced Maintenance Service for Advantage HRM in the amount of $165,000 plus all applicable taxes for July 1, 2015 to June 30, 2016.
SUMMARY/DISCUSSION:
On April 1, 2008, the Board of Supervisors approved and authorized the Contracts/Purchasing Officer to sign the Enterprise Resource Planning (ERP) Proprietary Software Maintenance Agreement with CGI Technologies. The original agreement includes a base “Standard Support and Maintenance” totaling $570,732 plus applicable taxes. Subsequent amendments added $3,048 due to system modifications plus applicable taxes. The Proprietary Software Maintenance Agreement was extended to April 7, 2017 on February 13, 2013.
Amendment No. 12 continues Enhanced Maintenance Service (EMS) for Advantage HRM in the amount of $165,000 plus all applicable taxes. The effective date of Amendment No. 12 is July 1, 2015 and will extend to June 30, 2016. The amendment provides that CGI Technologies maintain a test copy of Monterey County’s Advantage HRM version 3.7.0.2 production application code environment. The copy will enable CGI to evaluate, resolve and test current and future Monterey County specific HR/Payroll system enhancements. This test environment is based on unique Monterey County adopted pay practices which vary from the FLSA compliant system developed by CGI Technologies. The total cost of Amendment No. 12 is $165,000 plus all applicable taxes. Total costs for annual maintenance including the fees to add unrestricted SAP Business Objects software and additional Convey Taxport subscriptions are also included in Exhibit A-1.
OTHER AGENCY INVOLVEMENT:
Department Finance staff participated in discussions regarding the cost and need for enhanced maintenance.
FINANCING:
Funds for Amendment No. 12 have been included in Fund 001, Unit 8373 - Systems Management 2015-16 Adopted Budget. The budgeted appropriation in Unit 8373 is offset by ERP Departmental Charges.
