RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Chief Probation Officer to execute a Memorandum of Understanding (MOU) between the County of Monterey Probation Department (Probation) and Salinas Union High School District (SUHSD), retroactive to July 1, 2026 through January 31, 2027, where SUHSD is reimbursing Probation an amount up to $802,410 for fiscal year (FY) 2026-27 for collaborative campus-based services provided by Probation while SUHSD transitions over to another program for campus security and supervision.
SUMMARY
The County of Monterey Probation Department (Probation) is recommending approval of a Memorandum of Understanding (MOU) with Salinas Union High School District (SUHSD) where SUHSD reimburses Probation for collaborative campus-based services provided by Probation while SUHSD transitions over to another program for campus security and supervision. The MOU is for a retroactive term beginning July 1, 2026 through January 31, 2027 and for a reimbursable amount of up to $802,410 for FY 2026-27.
DISCUSSION:
The FY 2026-27 MOU with SUHSD allows Probation to closely monitor and supervise juvenile probationers and assist with students within the school system or with district administration to support referrals to the Silver Star program (intervention program, strengthening families and other prevention programs). SUHSD and Probation will provide a coordinated approach, utilizing available resources from both agencies while SUHSD transitions over to another program for campus security and supervision.
Probation will assign five (5) Deputy Probation Officers (DPOs) to designated school sites within the SUHSD to closely monitor and supervise juvenile probationers attending specified schools. The DPOs shall be assigned to the Alisal High School, Salinas High School, North Salinas High School, Everett Alvarez High School and Rancho San Juan High School. The DPOs are employees of the Monterey County Probation Department which retains supervision responsibility.
An option to extend may be discussed following a meeting of the parties to take place after October 15, 2026, but no later than November 6, 2026, regarding progress by SUHSD on their transition plan to another program. The option to extend for four (4) months, to May 31, 2027, must be mutually agreed upon by both parties in writing.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The MOU has been approved by County Counsel as to legal form and risk provisions and by the Auditor-Controller as to fiscal terms.
FINANCING:
SUHSD will reimburse Probation up to $802,410 for fiscal year 2026-27, for the staffing and operating costs of the program. The Fiscal Year 2026-27 Adopted Budget for Probation, Appropriation Unit PRO001, Unit 8166 includes sufficient appropriations to support this MOU. There is no additional cost to the County General Fund with the recommended action.
