Title: a. Approve and authorize the Director of Health Services or designee to execute a non-standard agreement with the Harden Foundation for the use of their Bunkhouse and Patio Area for space to host events for families to promote social-emotional development, caregiver and baby positive attachment, and connection with other families, effective upon execution, through January 30, 2029 at no cost to the County; b. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

 a. Approve and authorize the Director of Health Services or designee to execute a non-standard agreement with the Harden Foundation for the use of their Bunkhouse and Patio Area for space to host events for families to promote social-emotional development, caregiver and baby positive attachment, and connection with other families, effective upon execution, through January 30, 2029 at no cost to the County;

c. SUMMARY:

County of Monterey Public Health Bureau’s Nursing Healthy Families is a home visiting program that serves women in the perinatal period, infants, children, and adolescents. The program seeks to provide education related to the perinatal period, infant and child health development, supporting access to health and social services to reduce the morbidity and mortality of families in the County.

 

Nursing Healthy Families activities include hosting events for families enrolled in the program to support infant social-emotional development, caregiver and baby positive attachment, and other health related themes that impact the perinatal community such as cardiac health and maternal mental health.

 

DISCUSSION:

The proposed no-cost facility use agreement with Harden Foundation would provide a space to host events for families to promote social-emotional development, caregiver and baby positive attachment, and connection with other families. The Harden Foundation facility is centrally located and has an outdoor garden. Furthermore, Harden Foundation’s mission to support organizations committed to improving the well-being of young people, strengthening families, and enhancing community services aligns with the Nursing Healthy Families Program. The Nursing Healthy Families program plans to periodically rotate events through different areas of Monterey County.

 

FINANCING:

There is no exchange of funds with this agreement. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2025-26 Adopted Budget.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
