Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign a Memorandum of Understanding with Contra Costa County Child Abuse Prevention Council (CAPC), fiscal lead for the Greater Bay Area CAPC Coalition, to promote and integrate statewide and local prevention agendas, build protective factors, and improve child, parent, family, and community well-being, for the period of July 16, 2024 through June 30, 2027, in the amount of $3,000; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this MOU where the total amendment does not exceed 10% ($300) of the original MOU amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $3,300.

 

SUMMARY/DISCUSSION:

For over 30 years Child Abuse Prevention Councils have led the way in the effort to prevent child abuse and neglect in every county in California. For the past 25 years the Greater Bay Area Child Abuse Prevention Council Coalition (GBACAPC) has represented ten counties coordinating resources, advocating for public policy, producing conferences, and sharing best practices.

 

It is estimated that the GBACAPC has received over $600,000 shared funds in grants over the last two decades which has supported development of shared training opportunities, development of resources, and development of best practices and the presence of a strong unified CAPC voice at the state level. GBACAPC has also hosted a CAPC convening every year for all of California with strong support by CA-DSS and other statewide entities.

 

GBACAPC was recently awarded a $150,000 three-year Innovative Partnership Grant for its continued work. All members of GBA CAPCs agree to promote and integrate statewide and local prevention agendas, build protective factors, and improve child, parent, family, and community well-being. This is a three-year agreement, July 16, 2024 through June 30, 2027, through the Innovative Partnerships grant. This also includes the GBACAPC Coalition facilitation of regional linkages between the ten Bay Area CAPCs as well as key stakeholders to advance child abuse prevention efforts. 

 

A recent example of the work done by GBACAPC that is of specific interest for Monterey County is the organization and upcoming provision of a cost-free training on supporting the Working with Latino/Mexican Indigenous Communities webinar scheduled for September 20 via Zoom with Dr. Gaspar Rivera-Salgado. Collaboratively GBACAPC is also paying for Spanish translation for this event. For more information about GBA CAPC see www.calparents/bay-area-prevent-child-abuse.org <http://www.calparents.org>. Any Monterey County individual with interest in this topic is welcome to register and attend.

 

As a partner in this effort, the County of Monterey will pay $1,000 annually to support the GBACAPC Coalition’s activities, attend monthly meetings, participate in developing regional program activities and outreach efforts, and provide necessary data and reports as required.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form.

 

FINANCING:

This MOU agreement is fully funded with State revenues. Sufficient appropriations and estimated revenues of $1000 in Social Services Fund 001-SOCOO5 are included in the Adopted FY 2024-25 budget, and balance will be incorporated into future budget cycles.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for families by providing interactive parent education services to families in need of, or at risk of, child protective services intervention.
