RECOMMENDATION:
It is recommended that the Board of Directors of the Monterey County Water Resources Agency:
Approve Amendment No. 1 to the Funding Agreement with the City of Salinas to increase the dollar amount by $80,000 for a total contract amount not to exceed $202,833.75 for waterway cleanup, mitigation, and restoration with Encampment Resolution Funding offered through the California Interagency Council on Homelessness; and authorize the General Manager to execute the Agreement.
SUMMARY/DISCUSSION:
On February 1, 2023, the Monterey County Water Resources Agency (Agency) entered into an Agreement with the City of Salinas (City), to provide cleanup restoration services at the reclamation ditch near the Casentini Street encampment using state of State of California Encampment Resolution Funding (ERF). The original funding award to the Agency totaled an amount not to exceed $122,834.75.
On December 7, 2023, the Agency notified the City it had identified additional work needed and requested additional funds. The purpose of Amendment No. 1 is a dollar increase of $80,000 for a total contract agreement amount not to exceed $202,833.75, for continued services by the Agency, to restore and improve the affected waterway lands and surrounding operations.
To date, the Agency has completed partial restoration of the access road area along the ditch, provided placement of permanent fencing around the boundaries, and constructed the installation of additional measures to prevent the reestablishment of encampments including proper equipment ramps and locked entry gates. To complete the project, it is expected to require additional services by a contractor to finish all targeted restoration and cleanup of the ditch including more access improvements and surrounding fencing.
In summary, the City has in-process an Amendment No. 1 to increase maximum compensation to allow the Agency to cover the additional cost and expenses related to the project which is scheduled for completion no later than June 30, 2024.
