b. Approve and authorize the Director of Health Services or designee to approved up to three (3) future amendments that do not exceed 10% ($1,999) of the original Agreement amount, do not significantly change the scope of services, and do not exceed the total not-to-exceed amount of $21,987.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute retroactive Amendment No. 1 to Non-Standard Software Subscription Service Agreement A-17024 with Epic iO to extend the term for a revised new term of August 1, 2024 through July 31, 2027, and to add funds for a revised total agreement amount of $19,988; and

SUMMARY:
On February 27, 2024, Environmental Health Bureau, on behalf of the Illegal Dumping and Litter Abatement Task Force (IDLATF), presented an update to the Board of Supervisors regarding the use of surveillance cameras as a deterrent to Illegal Dumping in Monterey County. The Board approved the request to purchase cameras and supportive monitoring and connectivity subscription services. The Environmental Health Bureau researched surveillance options and purchased 6 cameras through EPIC iO.
DISCUSSION:
The surveillance camera system through EPIC iO has had a positive impact in deterring illegal dumping in the unincorporated areas of Monterey County. Environmental Health Bureau is seeking to extend the current agreement for one additional year to continue surveillance camera system subscription. Environmental Health will maintain chain of custody of the photo images and will follow up on illegal dumping events when observed by cameras.
While this work is not directly in support of a Health Department strategic goal, it is in support of one or more of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues, and 6. Enforce laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel and Auditor-Controller have reviewed and approved as to form and fiscal provisions, respectively.
FINANCING:
Appropriations for this agreement are included in the Environmental Health Bureau's Fiscal Year (FY) 2026-27 Adopted Budget (1001-HEA107-400014). For the FYs out, provisions will be made in the Requested Budget for the appropriate year.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
The surveillance cameras used to deter and document illegal dumping support Monterey County in several ways, reduces cleanup costs, improves public health and safety, and supports enforcement of county ordinances.
