RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve an Agreement to purchase a Temporary Construction Easement (0.981 acres) between County of Monterey and Donald E. Vermeil, Trustee of the Vermeil Living Trust Agreement as amended dated November 6, 1978 (APN 169-131-015), in the amount of $64,900.00, for a Temporary Construction Easement for the construction of Robinson Canyon Road Bridge Scour Repair Project, Project No. 3851;

b. Approve an Agreement to purchase a Temporary Construction Easement (0.138 acres and 0.471 acres respectively) between County of Monterey and Rector, Wardens, and Vestrymen of St. Dunstan’s Parish in Carmel Valley and (APN 416-024-014 and APN 416-522-005), in the amount of $21,800.00, for a Temporary Construction Easement for the construction of Robinson Canyon Road Bridge Scour Repair Project, Project No. 3851;

c. SUMMARY:

Approval of the Agreements to purchase Temporary Construction Easements (TCE) will complete three (3) of the four (4) TCEs necessary to access and construct the Robinson Canyon Road Bridge Scour Repair Project.

 

DISCUSSION:

The Public Works, Facilities and Parks Department (PWFP) is proposing the Robinson Canyon Road Bridge Scour Repair Project (Project) to repair the existing two-lane bridge.  The Robinson Canyon Bridge crosses the Carmel River and was originally constructed in 1971.  The Project is located just south of Carmel Valley Road (0.1 miles south), and approximately eight (8) miles southeast of the City of Carmel.  A Caltrans bridge scour review, dated June 22, 2005, identified the Robinson Canyon Road Bridge as scour critical, indicating that the scour would erode the river bottom below the footings of Abutment 1 and Pier 2, and possibly to the pile tip during a major flood event.

 

PWFP staff has prepared design plans to construct the Project.  TCEs are needed from four (4) adjacent properties to access and construct the bridge repairs.  The Agreements are for the following three (3) of the four (4) adjacent properties: Donald E. Vermeil, Trustee of the Vermeil Living Trust Agreement as Amended dated November 6, 1978, Rector, Wardens, and Vestrymen of St. Dunstan’s Parish, and Angee Dee Morriss. The TCEs provide the County of Monterey a two-year window to complete the necessary road and bridge repairs to the bridge.

 

Associated Right of Way Services, Inc. (ARWS) performed the appraisals and conducted the right-of-way negotiations for the properties.  The appraisals indicate that the just compensation due as of the valuation date of August 7, 2020 was $64,900 for the property owned by Donald E. Vermeil, Trustee of the Vermeil Living Trust Agreement as Amended dated November 6, 1978. The appraisals indicated that the just compensation due as of the valuation date of August 7, 2020 was $21,800 for the property owned by Rector, Wardens, and Vestrymen of St. Dunstan’s Parish.  The appraisals indicated that the just compensation due as of the valuation date of August 7, 2020 was $1,400 for the property owned by Angee Dee Morriss.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved the Agreements to Purchase Temporary Construction Easements as to form and legality.

 

FINANCING:

The total estimated project cost, including engineering, environmental, right-of-way and construction is $2,596,759.  The project is largely funded by the Federal Highway Administration (FHWA) Highway Bridge Program (HBP) in the amount of $ 2,263,499.  The Project is also funded by State Funds (Toll Credits) in the amount of $293,260 and local Measure X funds in the amount of $40,000.  There are sufficient appropriations adopted in the FY 2020-21 Road Fund 002, Appropriation Unit RMA012 budget to finance the right of way phase of the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project repairs an existing bridge by placing articulated concrete mat to protect the roadway slope and two (2) existing bridge piers.  The recommended action supports the following board of Supervisors’ Strategic Initiative:
