RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Substance Use Disorder Agreement A-15451 with Sun Street Centers for the provision of alcohol and drug recovery services retroactive to September 1, 2021, to increase Fiscal Year (FY) 2020-21 funding amount by $965,165 and increase FY 2022-23 funding amount by $961,738 for a new total Agreement amount not to exceed $11,659,763 for the full-term July 1, 2021 - June 30, 2023.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-15451 for a current contracted dollar amount of $9,732,860 with Sun Street Centers. This Amendment No. 1 adds $1,926,903 for FYs 2021-23 for a new contract amount of $11,659,763. As part of the Monterey County Health Department, Behavioral Health Bureau’s Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver Implementation Plan, Sun Street Centers provides substance use disorder (SUD) residential, outpatient treatment services and Proposition 47 grant funded services.

 

This Amendment No. 1 adds DMC-ODS Waiver funding for continued SUD services for FYs 2021-23. It also adds Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) and American Rescue Plan Act of 2021 (ARPA) funding to cover additional costs for SUD services provided by Sun Street Centers due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19). This Amendment is retroactive due to the delay in State DHCS approval of CRRSAA and ARPA funds for the county and due to a need in additional DMC-Waiver funding to supplement additional substance use disorder services needed in Monterey County.

 

This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by 41% Federal SABG, 12% Drug Medi-Cal, 22% State Funds Behavioral Health Sub Account, 12% AB 109, and 13% Other Non-State/Non-Federal funds.   The funds for FY 2021-22 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2021-22 Approved Budget. The funds for Fiscal Year 2022-23 will be included in the Department’s requested budget for that fiscal year. Approval of this action has no impact on the County General Fund.
