RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 3 to the Mental Health Services Agreement A-12283 with Aspiranet to increase funding for the Home Alternatives to Residential Treatment (HART) program for FY 2014-15 from $461,981 to $686,495 (an increase of $224,514), for a revised total Agreement amount not to exceed $1,336,515 in the aggregate.
 
SUMMARY/DISCUSSION:
Aspiranet provides Home Alternatives to Residential Treatment (HART) program to Monterey County children who are receiving Special Education services through their Individual Education Plan (IEP) and have been identified by their IEP teams as being at imminent risk of residential treatment.  HART services provide highly individualized, intensive case management and one-to-one behavioral intervention that address the social emotional needs presenting barriers to academic success.  This Amendment will provide additional resources to the Monterey County educational system to serve more children with emotional needs.     
 
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to empower the community to improve health through programs, policies, and activities.  It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Amendment to Agreement A-12283 as to legal form and fiscal provisions, respectively.  Amendment is on file with the Clerk of the Board  
 
FINANCING:
This Agreement is funded by Special Education Local Plan Area (SELPA) (100%) funds that pay for children who are placed through the Individual Education Plan (IEP). The amount of Amendment No. 3 to Agreement A-12283 is $224,514 for FY 2014-15 for a total amount not to exceed $1,336,515.  The funds for this Amendment are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget for Fiscal Year 2014-15.
