RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt an ordinance amending the Monterey County Code, Title 12, Section 12.24.020 to establish a stop intersection on Bishop Street at Florence Street, on Cayetano Street at Florence Street, and on Jonathan Street at Florence Street in Pajaro, an unincorporated area of the County of Monterey.
SUMMARY/DISCUSSION:
On November 1, 2016, the Board introduced, waived the reading, and set November 15, 2016, 10:30 a.m. (Consent Agenda) for the adoption of an ordinance amending the Monterey County Code, Title 12, Section 12.24.020 to establish a stop intersection on Bishop Street at Florence Street, on Cayetano Street at Florence Street, and on Jonathan Street at Florence Street in Pajaro, an unincorporated area of the County of Monterey.
Resource Management Agency (RMA) staff has received multiple requests to evaluate three stop intersections; on Bishop Street at Florence Street, on Cayetano Street at Florence Street, and on Jonathan Street at Florence Street, in Pajaro, an unincorporated area of the County of Monterey (Attachment B - Location Map). At the request of the community, Florence Street, the through street, would remain without stop restrictions. Pedestrian and bicyclists often traverse these intersections to go to the nearby school, park, and church. In addition, a new tot lot is planned in the near future at the intersection of Florence Street and Cayetano Street. Staff has conducted a field review and has observed vehicles entering these intersections do not slow down and consequently endanger pedestrians who are crossing the intersections.
Staff recommends installation of stop signs at these intersections to enhance pedestrian safety by requiring vehicular traffic to stop. Staff will also evaluate the necessity of crosswalks at these intersections.
The recommended action supports the Board of Supervisors’ Strategic Initiative for Infrastructure, “Meeting our Facilities, Water, Technology and Transportation Needs.”
The ordinance will allow for the installations of stop signs at said intersections that will improve the quality of life for County residents and support economic development results.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has approved the ordinance as to form.
FINANCING:
Traffic control devices are funded by the Road Fund. The cost to install the necessary signing is estimated at $800.00. This Fiscal Year (FY17), $847,243 has been allocated to the Road Fund to fund traffic maintenance work. There are sufficient appropriations available in the Road Fund (Fund 002, Unit 8195) to finance this work.
