RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign a Memorandum of Understanding (MOU) with California Youth Outreach (CYO) (February 3, 2014 to September 30, 2014) to formalize the collaboration between Monterey County Behavioral Health and CYO to provide services to youth returning to the Monterey County from incarceration, and
b.      Authorize the Director of Health to sign up to three (3) future amendments to this MOU where the amendments do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
The California Youth Outreach (CYO), a non-profit organization, entered into an Operational Agreement with Monterey County Probation Department "Youth Center" to implement the California Youthful Offender Reentry Program (CYORP) to serve and address the needs of youth offenders reentering society.  Monterey County Behavioral Health Bureau (MCBHB) has a long-standing collaboration with the Youth Center in mental health service delivery, and in June 2011 entered into an Agreement with CYO to collaborate and support the implementation of the CYORP at the Youth Center.  This MOU formalizes the mental health services provided by MCBHB, and case management and intervention services provided by CYO, in continuing the collaboration in implementing the CYORP services at the Youth Center.  No exchange of funds is committed by either CYO or MCBHB in connection to this MOU.  MCBHB services are calculated as professional in-kind dollar contribution.  This MOU is delayed in being brought before the Board of Supervisors for approval as it was contingent on the Monterey County Probation Department's Operational Agreement with CYO, which was approved with an effective date of February 3, 2014.  
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative to enhance community health and safety by emphasizing prevention.  It also supports one or more of the ten essential public health services, specifically links people to needed personal health services and assure the provision of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this MOU as to legal form, fiscal provisions, and insurance requirements.  MOU is on file with Clerk of the Board.
 
FINANCING:
County presents this MOU to the Board of Supervisors as informational only.  There are no fiscal provisions; there is no transfer of funds to or from the County.
