RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Health or Assistant Director of Health to execute a three-year term Mental Health Services Agreement (October 1, 2015 to June 30, 2018) with Sacramento Children’s Home for the provision of mental health services in the amount of $188,685 for Fiscal Year (FY) 2015-16, $283,026 for FY 2016-17, and $283,026 for FY 2017-18, for a total Agreement not to exceed the amount of $754,737; and

b.                     Authorize the Director of Health or Assistant Director of Health, to execute up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Sacramento Children’s Home is a residential treatment center located in Sacramento, California for males ages 6 - 18 that provides mental health, case management, and crisis intervention services, and medication support for Monterey County children and youth in accordance with the client's individual education plan and other identified needs.  The goal of the program is to move each child or youth out of group care and into a family setting.  In addition, the service goals are to alleviate suffering, establish new and more effective coping skills, establish helpful relationships and explore permanent living arrangements according to the needs of the child or youth.

 

The term of this Agreement is retroactive to October 1, 2015, due to an emergency placement of a youth during that month.  An emergency placement is necessary when current contracted providers are unable to provide the specialty mental health services a youth requires.  Due to the increasing need for emergency placements, this Agreement adds capacity to provide for future placements at this facility.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and a defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  Agreement is on file with the clerk of the Board. 

 

FINANCING:

This Agreement is funded by Special Education Local Plan Area (SELPA) (60%), Federal Financial Participation (20%), Early Periodic Screening, Diagnosis, and Treatment (16%), Realignment (4%), and funds that pay for children and youth who are placed through the Individual Education Plan (IEP).  The funds ($188,685) for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2015-16 Adopted Budget.  The funds for this Agreement for FY 2016-17 and FY 2017-18 will be respectively included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
