RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute an Agreement with Common Cents Systems, Inc. in the amount of $139,980.20, for software maintenance/technical support based upon eleven user licenses for the ApolloLIMS Laboratory Information Management Software, lab interfaces, cache, database, and profession services for the period of November 1, 2016 to June 30, 2020; and

b.                     Authorize the Contracts/Purchasing Officer Contracts/Purchasing Supervisor to approve further amendments to this Agreement where the total amendments do not exceed ten percent (10%) $13,998 of the original contract amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

Monterey County Health Department (MCHD) operates a Public Health Laboratory (PHL) that performs environmental as well as microbiology tests.  The PHL provides testing to support the prevention and control of infectious, communicable and environmental exposure.  This may include testing for emerging microbial agents, environmental contaminants and toxins, outbreaks, population-based surveillance and to diagnosis diseases not performed by the private sector labs such as rabies.  The PHL under MCHD has utilized the ApolloLIMS Laboratory Information Management System since 2012 for testing, reporting and billing purposes. 

 

This action will support the Monterey County Health Department’s 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports several of the essential public health services: mobilize community partnerships and action to identify and solve health problems; link people to needed personal health services and assure the provision of health care when otherwise unavailable; and assure competent public and personal health care workforce

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management, and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively. 

 

FINANCING:

This agreement is funded 28% with fees and 72% with Public Health Realignment.  There are sufficient appropriations in Health Department’s Public Health (HEA003) Adopted Budget for FY 2016-17 to accommodate this action.
