RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Information Technology Department to execute Amendment No. 3 to CGI Technologies and Solutions Inc. Statement of Work No. 12, Master Services Agreement, to extend the end date of the Statement of Work No. 12 from May 31, 2018 to July 31, 2019, to meet the revised go-live date for the CGI Advantage ERP System 3.10 related to the Human Resource Management module.
SUMMARY/DISCUSSION:
In April 2008, the Board of Supervisors approved and authorized the Enterprise Resource Planning (ERP) Master Services Agreement with CGI Technologies and Solutions Inc. (CGI). Under the terms of the Master Service Agreement, CGI is to provide County with support, maintenance and implementation for the CGI Advantage Enterprise Resource Planning (ERP) System. Thereafter, the Board authorized two amendments, extending the term of the Master Services Agreement through April 7, 2023.
In March 2016, the Board of Supervisors authorized amendment of the Master Services Agreement to add Statement of Work No. 12, providing for CGI Advantage ERP System upgrade services. In January 2017 and August 2017, the Board authorized amendments of Statement of Work No. 12 to, among other things, extend the date by which services would be completed---first to December 31, 2017 and then to May 31, 2018.
The Director of the Information Technology Department recommends that the Board approve Amendment No. 3 to the Statement of Work No. 12, to extend the date by which services will be completed under its terms from May 31, 2018 to July 31, 2019. The purpose of this extension is to allow CGI staff to provide consulting support to the County to meet the revised go-live date for the CGI Advantage ERP System 3.10, Human Resource module.
There is no additional cost associated with the recommended extension and it will allow County staff to fix critical issues discovered during User Acceptance Testing, which is ongoing.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed Amendment No. 3 to Statement of Work No. 12 as to form.
FINANCING:
No additional financing source for the project is requested for this amendment. Funds relating to agreement costs in future fiscal years will be included in each respective Recommended Budget for the Information Technology Department (Budget Unit 8433, Appropriations Unit INF002) based upon anticipated utilization of CGI Technologies services.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action complies with the Board of Supervisors Strategic Initiatives for Administration. Obtaining continued consulting support and subject matter expertise from CGI staff will assist the County with transitioning Human Resource Management module from version 3.7 to 3.10.
