RECOMMENDATION:
It is recommended that the Board of Supervisors receive a report and consider approval of the submission of five (5) entries to the 2020 California State Association of Counties (CSAC) Challenge Awards competition: 1) Advisory for Agricultural Worker Protection During the COVID-19 Crisis; 2) COVID-19 Public Messaging Campaign; 3) COVID-19 Pandemic Disparate Impact Report: Strategies for Addressing the Disparate Impact of the COVID-19 Pandemic on Communities of Color in Monterey County; 4) Human Resources Response to COVID-19 - Cooperation Can Save Lives; and 5) Mandated Civil Rights Training.
SUMMARY & DISCUSSION
Each year the California State Association of Counties (CSAC) invites counties to submit nominations for the CSAC Challenge Awards. These unique awards recognize the innovative and creative spirit of California county governments for finding new and effective ways of providing projects, programs and services to their citizens.
The following is an overview of the Monterey County entries recommended for submission to the 2020 competition.
Advisory for Agricultural Worker Protection During COVID-19 Crisis: The Agricultural Commissioner’s Office developed best practices operating procedures in collaboration with County elected officials and industry groups to reduce COVID-19 transmission in the agricultural workforce.

COVID-19 Public Messaging Campaign: The COVID-19 Public Messaging Campaign creates and disseminates messages to educate the public and reinforce public health practices to stem the spread of COVID-19. - EXHIBIT B
COVID-19 Pandemic Disparate Impact Report: The COVID-19 Pandemic Disparate Impact Report: Strategies for Addressing the Disparate Impact of the COVID-19 Pandemic on Communities of Color in Monterey County informed the Board of Supervisors and public of the pandemic’s impact and action plans to address racial disparities. - EXHIBIT C
Human Resources Response to COVID-19: Cooperation Can Save Lives: The County of Monterey Human Resources Department quickly developed innovative resources for County leaders, employees, and the public in response to the COVID-19 crisis. - EXHIBIT D
Mandated Civil Rights Training: The Civil Rights Office developed a mandated Civil Rights training for all County employees to address structural racism, implicit biases, and to learn how to advance local racial equity initiatives. - EXHIBIT E
OTHER AGENCY INVOLVEMENT
The County Administrative Office-Intergovernmental and Legislative Affairs Division prepared this report with materials submitted by the County Administrative Office, Civil Rights Office, Agricultural Commissioner Office, and Human Resources Department.
FINANCING
Each submission to the CSAC Challenge Awards competition requires a $75 entry fee. Five (5) entries from Monterey County will be submitted for a total cost of $375 to be funded through the County Administrative Office-Department 1050, Intergovernmental & Legislative Affairs Unit 8054. Funds are available in the current year budget. Approval will have no additional impact on the General Fund.
