Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve and authorize the Director of Health or Assistant Director of Health to execute a three year Mental Health Services Agreement with Seneca Family of Agencies dba Kinship Center for the provision of mental health services to children and their families in the amount of $2,574,640 for Fiscal Year (FY) 2019-20; $2,574,640 for FY 2020-21; $2,574,640 for FY 2021-22 for a total Agreement amount not to exceed $7,723,920 for the term July 1, 2019 to June 30, 2022; and

b.                      Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($772,392) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

This new Mental Health Services Agreement with Seneca Family of Agencies dba Kinship Center will replace the current Agreement A-13205 with the County expiring on June 30, 2019.  Monterey County has contracted with Seneca Family of Agencies dba Kinship Center since 2004 for the provision of mental health services to children and youth who require outpatient services.  Services will be provided under four (4) separate programs: (1) D’Arrigo Outpatient; (2) Early Childhood Treatment; (3) Hospital Alternative; and (4) Compass. These programs serve children and their families and/or caregivers who are in foster care, require aid to adoption, or are in adoption preservation.  The programs promote improvement in the child’s overall functioning within his/her family, school, peer group and community; a reduction in the risk of mental health disabilities, an improvement with family member’s mental health and well-being to improve the child’s mental health functioning; and a reduction in the possibility of future residential care, periodic inpatient hospitalization, placement at out of state facilities, or placement in a juvenile justice facility.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Mental Health Federal Financial Participation (MH FFP) (50%), 2011 Realignment-Early Periodic Screening, Diagnosis, and Treatment (EPSDT) (41%), and Mental Health Services Act (MHSA) funding (9%). The funds for FY 2019-20 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2019-20 Requested Budget.  The funds for this Agreement FY 2020-21 and FY 2021-2022 will be included in the respective Health Department Health (HEA012, Unit 8410) FY 2020-21 and FY 2021-22 Requested Budgets.
