RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a California Reportable Disease Information Exchange (CalREDIE) System Data Use and Disclosure Agreement between the County of Monterey and the California Department of Public Health for electronic disease reporting and surveillance for a term of three (3) years, effective upon execution of the Agreement.
SUMMARY/DISCUSSION:
The California Reportable Disease Information Exchange (CalREDIE) is a HIPAA compliant, secure system implemented by the California Department of Public Health (CDPH) for electronic disease reporting and surveillance. Access to CalREDIE is provided at no cost to local health jurisdictions in California for infectious disease investigation and reporting. Monterey County Health Department first entered into an agreement with CDPH for use of the CalREDIE in October 2010. Local jurisdictions are required to renew data use agreements with CDPH every three years.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives: 2. Enhance public health and safety through prevention. It also supports three of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; 2. Investigate, diagnose, and address health problems and hazards affecting the population; and 3. Evaluate effectiveness, accessibility, and quality of personal and population-based health services.
OTHER AGENCY INVOLVEMENT:
The office of County Counsel and the Auditor-Controller have reviewed and approved the Agreement as to form, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund resulting from the approval of this action.
