Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with the Housing Resource Center of Monterey County to provide housing supports to families who are receiving child welfare services and who are experiencing, or at risk of, homelessness, for the period of July 1, 2024 through June 30, 2025, in the amount of $459,121; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this Agreement where the total amendments do not exceed 10% ($45,912) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $505,033.

 

SUMMARY/DISCUSSION:

The purpose of this agreement is to continue provision of the Bringing Families Home Program (BFH) in Monterey County.  The BFH program provides rapid rehousing services to Monterey County families who are receiving child welfare services and who are experiencing, or at risk of, homelessness. The core service components of BFH are housing-related case management, housing navigation, housing-related direct financial assistance, and housing stabilization.  It is anticipated that the BFH program in Monterey County will be able to serve approximately 20 families per fiscal year.  The goal of BFH is to improve timeliness to reunification for families who have open Juvenile Dependency cases and prevent Monterey County children from entering the foster care system.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions. 

 

FINANCING:

This Agreement is funded by California Department of Social Services (CDSS) Bringing Families Home allocation. Sufficient appropriations and estimated revenues in Social Services Fund 001-5010-SOC005 are included in the FY 2024-25 Recommended Budget.  This program will sunset by June 30, 2025 per the Governor’s Proposed May Revised Budget.

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by providing housing and supportive services for families receiving child welfare services.
