RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Standard Services Agreement with University Corporation at Monterey Bay (CSUMB) for the provision of evaluation services for the three-year Proposition 47 Cohort-3 Grant services in the County of Monterey, in the amount of $587,462 for Fiscal Years 2022-23 through 2023-26 retroactive to September 1, 2022; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($58,746) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Board of State and Community Corrections (BSCC) awarded a continuing $6,000,000 Proposition 47 Cohort-3 grant to the County of Monterey Health Department, Behavioral Health Bureau. The Grant will continue to focus on individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.

 

To perform the terms of this grant, the Behavioral Health Bureau will continue to contract with University Corporation at Monterey Bay which was identified as the evaluator in the grant application. University Corporation at Monterey Bay is the grant evaluator of the Proposition 47 Grant and will evaluate services under the Cohort-3 grant. Services they provide include grant evaluation, close-out periods, evaluation of grant-funded services, and quarterly/yearly reports as required by the Board of State and Community Corrections.

 

University Corporation at Monterey Bay is a local vendor well-known for the evaluation work they do for other county agencies. University Corporation at Monterey Bay has been our contracted evaluator since the inception of Prop 47 Cohort-1 funding and will continue to be our evaluator in Cohort-3 for the continuity of data collection and evaluation of our grant-funded programs. In addition, University Corporation at Monterey Bay is familiar with working on State and Federally funded grant programs including grant reporting requirements.

 

This Agreement is retroactive to September 1, 2022, due to prolonged contract negotiations and working with the Board of State and Community Corrections to execute our State Agreement. To remain in compliance with our Board of State and Community Corrections grant requirements, the University Corporation at Monterey Bay has been providing evaluation services and participated in the required grantee orientation in October 2022.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 7.0, Subsection 7.01) and an additional defunding provision (Section 7.0, Subsection 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the County of Monterey Health Department 2018-22 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

The period of the Grant is from September 1, 2022, to June 16, 2026.

This agreement is fully funded by Proposition 47 grant. The grant provides funding for FYs 2022-23 through 2025-26. The funds for FY 2022-23 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2022-23 adopted budget. The expenditures for FYs 2023-24 through 2023-26 will be included in the Department’s requested budget for each fiscal year.  Any unused contract authority will be fully budgeted in the subsequent FYs, through the term of the Agreement.
