Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve delegation of authority to the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with Benjamin Macasaet dba New Horizon I Adult Residential Facility for the provision of services to adults with severe psychiatric disabilities in the amount of $150,563.00 for Fiscal Year (FY) 2015-16, $150,563.00 for FY 2016-17, and $150,563.00 for FY 2017-18, for a total Agreement in the amount of $451,689.00; and
b.      Approve delegation of authority to the Director of Health to execute up to three future amendments to this Agreement that do not significantly alter the scope of work or where the total amendments do not exceed 10% of the original contract amount.
 
SUMMARY:
New Horizon I Adult Residential Facility meets all licensing requirements for Community Care facilities as authorized by the State Department of Social Services.  New Horizon I provide care, supervision, and community-based activities that create a normalizing experience for adults with severe psychiatric disabilities, as defined in Section 1502 of the California Health and Safety Code.
 
DISCUSSION:
Monterey County Behavioral Health has contracted with New Horizon I for a number of years.  The services benefit those individuals identified to be in most need of help, such as recently discharged patients from locked facilities.  The structured activities of the services are geared to successfully assist the residents to reintegrate back into the community.  
 
This proposed Agreement for New Horizon I will provide access to structured board and care services for up to thirty-three (33) Adult System of Care clients. The facility is located in the City of Salinas.  
 
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
This Agreement contains the County's standard 30-day "no cause" provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding. Should the funding be reduced or terminated, Behavioral Health Bureau will implement a plan to terminate this Agreement as needed.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements.  This Agreement is on file with Clerk of the Board.
 
FINANCING:
This Agreement is funded by Mental Health Realignment revenues. The funds for this Agreement are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 ($150,563.00) Requested Budget.  The remaining funds for this Agreement for FY 2016-17 ($150,563.00) and FY 2017-18 ($150,563.00) will be included the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 and Fiscal Year 2017-18 Requested Budgets.
