RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve amended bylaws for Children’s Council of Monterey County.
SUMMARY/DISCUSSION:
At its April 8, 2024 meeting, the Children’s Council of Monterey voted unanimously to revise its bylaws and submit the bylaws, as revised, to the Board of Supervisors for approval.
Substantive changes to the bylaws include:
1. Update the name of the Welfare and Institutions Code to include also known as
Interagency Children’s Council Act.
2. Changing Article III from Mission Statement to Purpose.
3. Update guiding principles to include support of systems change.
4. Update Culturally Responsible to be inclusive services and support to meet their
unique needs.
5. Add Racially Equitable to our guiding principles.
6. Update Article V by additional date sharing guidelines.
7. Add the following to special functions: The COUNCIL shall support the creation
of Initiatives of the COUNCIL. The COUNCIL shall approve proposed Initiatives
by majority vote. Initiatives of the COUNCIL shall be required to provide monthly
updates to the COUNCIL on status of activities with at least quarterly presentations to
the COUNCIL.
8. Update Article VI - Membership as per attached redline version.
9. Update Article VII - Officers as per attached redline version.
10. Update Article VII - Council and Executive Committee meetings per attached
redline version.
11. Update Article IX - Committees per attached redline version.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal 3.
Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved proposed changes.
FINANCING:
The recommended action has no impact on the County general fund.
