a. Approve and authorize the Monterey County Laguna Seca Representative to execute a Standard Agreement between Palmer Audio, Inc. and the County of Monterey for audio visual services for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2024, through December 31, 2024, for an amount not to exceed sum of $105,000;
b. Approve and authorize the Monterey County Laguna Seca Representative to execute up to 3 future amendments to the Standard Agreement where the total of each amendment does not exceed 10%, or $10,500, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval, for a total aggregate not to exceed amount of $136,500.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Monterey County Laguna Seca Representative to execute a Standard Agreement between Palmer Audio, Inc. and the County of Monterey for audio visual services for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2024, through December 31, 2024, for an amount not to exceed of $105,000;
b. SUMMARY/DISCUSSION:
Founded in 1980, Palmer Audio Inc. (Palmer) has become one of the leading event production specialists in the industry. With extensive experience in event audio-visual design and execution, Palmer has successfully produced events on four different continents for a multitude of renowned international clients, including events at WeatherTech® Raceway at Laguna Seca (WRLS) dating back to 2013. Palmer’s expertise is a vital component to providing the required television and related audio-visual services during race events.
The term of the Agreement is May 1, 2024, through December 31, 2024, with a not to exceed sum of $105,000, with a total aggregate sum of $136,500.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.
FINANCING:
The cost of the contracted services provided by Palmer Audio, Inc. is not to exceed $105,000 for the duration of the Agreement, with up to 3 future amendments for a total aggregate not to exceed amount of $136,500. Fiscal Year 2023-2024 adopted budget in Laguna Seca Recreation Area Fund 453, Unit 8579, Appropriation Unit PFP067 has enough appropriations to support the fees for this fiscal year and will include the fees for the rest of the agreement term in Fiscal Year 2024-2025 budget request.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiatives for Economic Development as the services provided help to enhance the facilities’ profile both locally and globally and focuses the attention on attending an event in person.
