RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Adopt Plans and Special Provisions for the Clerk of the Board Security Upgrades, Project No. 8594, Bid Package No. 10421; and
 
b. Authorize the Director of Public Works to advertise the “Notice to Contractors” in the Monterey County Weekly.
 
SUMMARY/DISCUSSION:
Staff is seeking adoption of Plans and Special Provisions and authorization to proceed with the advertising for the Clerk of the Board Security Upgrades, Project No. 8594, Bid Package No. 10421 (Project).  The bid opening is set for August 8, 2013, at 2:30 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street 1st Floor, Salinas, California 93901.  The “Notice to Contractors” will be duly advertised in the Monterey County Weekly.
 
Scope for Base Bid, in general, consists of: installation of security glazing and related equipment at the Clerk of the Board Service Counter.  Work to be done for Additive Alternate #1 consists of an upgrade of the bullet resistant fiberglass panels in Base Bid to Protection Level 2.  The lowest responsible and responsive bidder will be determined for the project by adding Base Bid plus Additive Alternate #1.  Engineer's Estimate for construction of base bid elements is $25,400.  Work is anticipated to begin in December 2013, with completion anticipated by January 2014.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.  The Clerk of the Board of Supervisors has reviewed the Plans and is in support of the project scope.
 
FINANCING:
There is no impact to the General Fund.  On February 26, 2013, the Board adopted an amended Facilities Maintenance Projects (Fund 401) budget that included $54,764 for the Project.  This amount is sufficient to cover estimated costs for the recommended project scope, including design, construction, and project management.
